About this file
This document is a Statement of Work (SOW) for an ATCALS, NavAids, and Radio Site Equipment Upgrade requirement. The existing equipment is obsolete and unsupported, and requires replacement with new navigational aid and radio equipment that can utilize the base's fiber infrastructure. The key specifications include TC8800 analog, telephone, and data fiber optic multiplexers and TC3840 JumboSwitches that are compatible with the existing CM-300 and CM-350 radios, Instrument Landing Systems, and Tactical Air Navigation system. The equipment must interface with the control equipment in the Air Traffic Control Tower and RAPCON, and include a desk set in the Airfield Management office. A detailed list of the required materials is provided, including quantities and part numbers.
The related federal contract opportunity is Solicitation FA442724Q0068 for the ATCALS Equipment Upgrade, which is a Total Small Business Set-Aside. CLIN 0001 is for Brand Name materials, and offerors must be authorized by TC Communications to distribute their products. Open Market or "or equal" items will not be accepted. The contracting agency is the Department of the Air Force Air Mobility Command.

Statement of Work (SOW)
ATCALS, NavAids, and Radio Site Equipment Upgrade
Description: 60 OSS/OSAM– The Radar, airfield, and weather systems work center require new navigational aid and radio equipment to replace obsolete and unsupported equipment.
The ATCALS and radio equipment is connected using a non-standard analog over fiber connection. The existing copper cable supporting this temporary non-standard solution has degraded over time and is no longer repairable. The current Charles Industries channel banks that support the radio sites are over 10 years old and no longer supportable or repairable. The upgraded equipment selected for procurement will use existing base fiber infrastructure and has been standardized for all Air Force Radar, Airfield, and Weather systems for maintenance, training, and supportability.
Specifications/Salient Characteristics:
The infrastructure must be TC8800 analog, telephone, and data fiber optic multiplexers and TC3840 JumboSwitches.
- They must be compatible with CM-300 and CM-350 radios, as well as the Instrument
Landing Systems and Tactical Air Navigation system.
- The equipment must be capable of interfacing with the control equipment in the Air Traffic Control Tower and RAPCON
- A desk set is required in the Airfield Management office to interface with their CM-
300 radio. The deskset must use 2 wires for transmit audio, 2 wires for receive audio, and 2 wires for Push-to-Talk (PTT) or contact closure.
Point of Contact: After award the contractor shall coordinate with MSgt Robert Duray at 60 OSS at 707-424-2196.
