About this file
This statement of need document outlines requirements for air traffic control simulation software and training to be provided to the 9th Reconnaissance Wing at Beale Air Force Base in California. The software system must run natively on Windows and include a touchscreen-enabled single large format monitor on a motorized tilt-rotor mount, supporting 3D visualization of aircraft taxi routes and full air traffic control simulation capabilities. Key requirements include voice recognition and response for air traffic control commands, recording and rewind/resume of scenarios, customization and editing of the 2D and 3D visual database, and replication of specific flight patterns at Beale AFB for aircraft like the U-2. The system should also integrate with a cloud-based learning management system delivering courses, assessments and analytics via web browser and mobile app.

DEPARTMENT OF THE AIR FORCE
HEADQUARTERS 9TH RECONNAISSANCE WING (ACC)
BEALE AIR FORCE BASE, CALIFORNIA
STATEMENT OF NEED
The 9th Reconnaissance Wing, Beale AFB, CA is in need of Air Traffic Control (ATC) software training program. The scope of work for this requirement is for the development, configuration, delivery, and installation of a tower simulator system including hardware and any associated subscriptions. Hardware should include a single 55” or greater 4K large screen multi-touch monitor, motorized tilt-rotor monitor mount to allow tabletop or blackboard view, Poly/Plantronics headset w/ USB push to talk adapter, Small Form Factor PC (RTX 4070Ti video card or better, 32GB RAM, must be affixed to tilt-rotor monitor stand, instructor/databases editor laptop, apple iPads, Poly/Plantronics headset w/ 3.5 mm or USB-C adaptor. This training system should be delivered to Beale AFB and include all standard tower and controller capabilities to support the ATC software. Specifically, we are looking for a system with the following requirements:
1. The system must run natively on Windows
1. Simulators must allow trainees to start, run, and review air traffic control self-training with scenarios set up by instructors.
1. The system should allow both rewind and resume capabilities during the scenario that allows students to identify and correct errors with new techniques without restarting the scenario.
1. The system must include a robust recording capability that allows recording of the original scenario as well as new recordings of scenarios that are rewound and resumed.
1. The system must have voice recognition and response capabilities for air traffic control commands. The touchscreen commands must include a phraseology guide.
1. Must support the same Voice recognition platform is additional products available by the vendor.
1. The system must support touchscreen commands to control aircraft.
1. The systems must visualize aircraft taxi routes, whether given by voice instruction or touch command
1. The system must support multi-touch control of the viewpoint.
1. The system must support full 3D visuals and viewpoints, weather phenomena and time-of-day, and emergencies (i.e. fire, smoke on aircraft).
1. The system must allow for the aircraft and vehicle labels as well as user-customizable overlays on the airfield (i.e. taxiway names displayed as appropriate in the 3D view).
1. Visuals and touchscreen will be on a single multi-touch enabled monitor
1. Must operate independently on a tablet/Apple iPad through a cloud-based server.
1. The system should support drawing or markups via touchscreen inputs on the single large format monitor via a touch menu interface.
1. The system hardware must be one PC and one large format touchscreen monitor placed on a motorized tilt-rotor mount that allows tabletop or blackboard viewing angle.
1. There must be a touch-enabled menu system that allows for multiple trainees to simultaneously interact with a single scenario.
1. All of the above features must be supported via a single window on a single multi-touch screen.
1. The system must include an editor and training for the end-user to modify the 2D and 3D visual database.
1. The system must be able to replicate specific U-2 and T-38 flight patterns at Beale AFB, to include overhead and simulated flame-out (SFO) patterns, alternate SFO entry points, and offsets, emergency landing approach, crop duster operations, and tactical initial patterns.
1. The system must be able to replicate U-2 and mobile vehicle functionalities. A mobile vehicle option should be tied to each U-2 to proceed onto the runway with aircraft operations in use and follow the U-2 for subsequent approaches with an option of independently controlling the vehicle.
1. System should include dynamic winds to simulate the effect of wind on U-2 approaches Additionally, we would like for the simulator to work hand-in-hand with a cloud-based learning management system delivered via existing Apple iOS app and a web browser with voice recognition and response available with content at contract award. Accessed via unique username and password. Other requirements include:
1. Must support the same voice recognition platform as other products/software from the contracted vendor.
1. Must support lessons and/or content based on Specialty Training Tasks (STS) items and objectives defined and/or developed by the use to include air traffic, weather forecasting, and airfield management.
1. Must provide feedback to the students on phraseology for practices, scenarios, quizzes, tests, and objective completion.
1. Must have administrative editing software to develop content and review/track student progress.
1. Must have the capability to track student metrics: time of usage, grades, scenarios completed, and objectives completed.
1. Must support cloud-based web browser accessible course, user, and exercise administration with a data analytics dashboard that tracks student usage times, task attempts and accuracy, push-to-talk timing metrics, voice clarity and projection, and speech rates. These data points must be available to the individual student and the training management teams.
1. Ability to categorize/tag individual questions to allow training administrators to then filter by specific tags and generate custom content based on only those specific tagged categories.
1. Central cloud-based storage for trainee usage data that is automatically uploaded at the end of a trainee session.
