Statement of Need for Air Start Unit (Huffer) Requisition NM-AN2200-21-00057

Purpose:

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC) at Lakeland, FL operates two WP-3D Orions and a Gulfstream GIV-SP in support of hurricane surveillance and scientific research.

These aircraft’s engines are started through the use of high pressure air. Normally this is supplied through an Auxiliary Power Unit (APU) on the aircraft that can be started on its own power. However, the APUs are starting to fail at a higher rate due to the age of the aircraft. In the event of an APU failure, the engines can still be started with an external Air Start Cart. By procuring an airstart cart unit that would be readily available at all times, AOC can prevent mission delays and continue to meet the critical demands of our hurricane surveillance stakeholders in the event of an APU failure.

The air start unit will not require heavy usage, therefore a serviceable used unit should fulfill the requirements of this request.
