About this file

This document is a Statement of Need for 5 totes of MIL-PRF-87937 Aero Wash cleaner at Travis Air Force Base. Travis AFB's Corrosion Control program requires this biodegradable cleaner to wash aircraft exteriors, missiles, engines, and support equipment, removing light to medium soils. The cleaner must be procured through a contractual agreement, as purchasing more than one tote exceeds the government purchase card limit. The contract shall provide 5 EA 275-gallon totes of Aero Wash, with totes delivered and stored on station as needed. All freight, handling, and labor charges must be included. This requirement is supported by the related federal contract opportunity FA442724QZ032 for Aero Wash Cleaner at Travis AFB, CA.

Statement of Need

For

60 MXG/MXQ (Aero Wash)

Description: Travis Air Force Base’s Corrosion Control program serves as the initial defense against aircraft corrosion, necessitating a continual cycle of cleaning, inspection, operational preservation, and lubrication. Travis Air Force Base maintains a designated wash facility for aircraft washes and corrosion control services, adhering to regulations set forth by the state of California’s Environmental Protection Agency, as well as local, state, and federal laws, Air Quality Management District Regulations, and Air Force Technical Orders. Aero Wash MIL-PRF-87937, formulated with water-dilutable and biodegradable materials, serves as the primary cleaner for washing aircraft exteriors, missiles, engines, and support equipment (SE), effectively removing light to medium soils such as greases, oils, and grime from various surfaces. Procuring more than one tote exceeds government purchase card limits, necessitating the use of an ECAR and causing delays in acquiring this critical cleaner essential for Travis AFB’s corrosion control practices. Consequently, there is a need for a contractual agreement to secure the purchase of five totes of Aero Wash.

The contract shall provide the following:

1. 5 EA 275-gallon totes of MIL-PRF-87937 Aero Wash.

1.1 Totes will be requested based on mission requirements and will be delivered and stored on station as needed.

1.2 All freight, handling, & labor charges must be included.
