STATEMENT OF NEED:

9 FSS OFFICIAL PARCEL LOCKER UNITS

BEALE AFB

BACKGROUND

The 9 Force Support Squadron (9FSS) seeks to enhance Airmen quality of life and operational readiness. The addition of parcel lockers would support dormitory residents and the official postal center by providing secure, weather-resistant package storage parcel lockers. Parcel lockers will provide 24/7 package access alongside existing letter mailboxes.

SCOPE

The contractor shall be responsible for delivering eighteen (18) new, unused parcel locker units to Beale AFB. The locker units must be secure, suitable for outdoor installation, and meet the specifications outlined in the requirements section.

REQUIREMENTS

The Contractor shall deliver all locker units to the designated receiving area at 17751 Robert

Nicoletti Way, Beale AFB, CA 95903. Locker units shall meet the specifications outlined below.

PHYSICAL CHARACTERISTICS:

• Construction: Heavy-duty steel construction with powder coat finish for corrosion resistance.

• Weather Resistance: Weather-resistant materials rated for outdoor installation and extreme temperatures.

• Modular design configurable for multiple compartment sizes: Small; Medium; Large;

Extra-Large.

• Quantity and Configuration: The requirement is for eighteen (18) total locker units configured as Units: Please see the pictures below.

o Unit A- Parcel locker with 10-20 Small mail compartments and 2-4 Medium parcel lockers. (Quantity 6).

o Unit B– Large parcel lockers (8-12 compartments). (Quantity 6).

o Unit C – Extra-Large parcel locker (4-6 compartments). (Quantity 6).

• Color: All units shall be sandstone.

• Accessibility: ADA compliant design with accessible compartments.

• Mounting: Free-standing units suitable for installation with existing concrete pad infrastructure.

• All units must be compatible for installation near existing mailbox structures.

• Security Specifications:

o Reinforced doors and frames for enhanced security. Tamper-resistant hinges and locking mechanisms.

o Secure mounting systems to prevent unit removal.

o Key-operated locks with master keying capability for administrative access.

o Individual compartment security with heavy-duty lock cylinders rated for frequent use.

o Individual key sets provided for each compartment.

o Ensure to include replacement locks and self-adhesive placards.

UNIT A: 4C Free Standing Mailbox

UNIT B: 4C Free Standing Mailbox

UNIT C: 4C Free Standing Mailbox

OPERATIONAL CHARACTERISTICS:

Mechanical operation (no power required).

Low maintenance design with minimal moving parts.

Simple operation requiring no user training.

Immediate access with no system delays or electronic failures.

WARRANTY REQUIREMENTS:

The Contractor shall provide a standard warranty against defects in materials and workmanship.

INSPECTION AND ACCEPTANCE

The Government will inspect the delivered locker units upon arrival at the designated locations.

Acceptance will be based on compliance with the specifications outlined in this Statement of

Need. Any non-conforming units will be subject to rejection and return at the Contractor's expense.

HOURS OF WORK

Beale AFB standard operating hours are Monday –Friday 7:30 AM-6PM.

DELIVERY

All locker units shall be delivered within 30 days after contract award. The location of delivery is

17751 Robert Nicoletti Way, Beale AFB, CA 95903.

Access

Government Point of Contact (POC) identified in the inspect and accept information section shall complete an entry authorization list (EAL) for access to Beale Air Force Base. The request shall be submitted within three (3) weeks of delivery to Pass and Registration. All contractor vehicles must enter the base via Wheatland Gate and shall be subject to inspection. All contractor personnel must obtain base passes or be listed on the Entry Access List (EAL) throughout duration of work performance. Any person in the EAL is required to bring two (2) forms of identification or REAL ID to access the base.

Traffic Laws

The contractor and their employees shall comply with all installation traffic regulations.

Base Cellphone Operation Policy

The contractor and their employees shall comply with local base policies regarding cellular phone operation.
