About this file
This statement of need outlines requirements for the purchase of five closed circuit rebreather systems and associated training. The National Oceanic and Atmospheric Administration seeks to acquire fully electronic rebreathers capable of supporting safe diving operations to 100 meters depth. Required technical specifications for the closed circuit rebreathers include CE rating, independent oxygen and carbon dioxide monitoring systems, dual battery systems sealed from the breathing loop, scrubber media with three-hour duration, and manual and automatic diluent addition. Rebreathers must have flexible hoses, dive/surface valves, and options for back-mounted, side-mounted, or over-the-shoulder counterlung configurations. Delivery within 90 days of purchase order receipt is requested. The related federal contract opportunity is solicitation number 1305M223QNMAN0208 for sub-gravity closed circuit rebreather systems from the Department of Commerce National Oceanic and Atmospheric Administration.

06/14/23 STATEMENT OF NEED (Statement of Work) FOR SUPPLY and SERVICE
Requisition Number: NM-AN0070-23-01513
PURPOSE:
To purchase five (5) Subgravity/XCCR Rebreathers (CCRs).
The NOAA Diving Center supports ~5 field units throughout NOAA who collectively utilize CCRs for diving operations. This purchase is to acquire fully electronic CCRs capable of supporting safe diving operations up to 100m water depth.
Rebreather Systems: Contractor must provide or procure fully functioning and equipped Electronically Controlled Closed Circuit Rebreather systems. System must be approved by the NDCSB. Procurement must include mfg. required training for NDP users.
TECHNICAL SPECIFICATIONS:
Closed Circuit Rebreather (CCR):
| 1. | CCRs must be CE rated. |
| 2. | All CCR systems must have options for chest mounted, back-mounted, side-mounted, or over the shoulder counter-lungs. |
| 3. | All CCR systems must be equipped with three independent means of monitoring partial pressure of oxygen (PPO2) in the breathing loop (Primary Handset, secondary handset, and Head Up Display) |
| 4. | CCRs systems must have dual battery systems that are independent and sealed off from the breathing loop |
| 5. | All CCR systems must be equipped with redundant O2 sensors that continuously monitor partial pressure of Oxygen (PPO2), and carbon dioxide (C02) sensor |
| 6. | All CCR systems must be capable of accepting scrubber media with a 3hr duration and a variety of radial canister sizes |
| 7. | All CCR systems must have a means of trapping and expelling excess water from the breathing loop |
| 8. | All CCRs must be equipped with a diluent cylinder and O2 cylinder with a mean of manual adding gasses to the breathing loop |
| 9. | All CCRs must have an electronically controlled solenoid valve attached to the O2 supply |
| 10. | All CCRs must have an automatic and manual means of adding diluent to maintain loop volume |
| 11. | All CCRs must have flexible hose connected to a user serviceable dive/surface valve with internal mushroom valves to control flow direction |
| 12. | All CCRs must have the ability to be configured with an in-line Bail-Out Valve. |
| 13. | Must have the option for a back mounted or sidemounted configuration for CCR. |
| 14. | Must have hard-wired connections to handsets and HUD |
DELIVERABLE SCHEDULE: Would like to have equipment within 90 days of receiving the Purchase order
