Statement of Need / Required Specifications Force/Torque Sensor Upgrade for Yaskawa Motoman SIA20F Robot

Background The Intelligent System Division (ISD) at the National Institute for Standards and Development (NIST) develops, advances and deploys measurement science and standards to speed development, adoption, and integration of leading-edge intelligent technologies to advance U.S. manufacturing. Applying measurement science and standards to the area of robot agility is one of these areas.

The application of robotics in manufacturing assembly is hindered by their lack of agility, their large changeover times for new tasks and new products, and their limited reusability. The key idea is to develop the measurement science, in the form of an integrated agility framework, which will enable manufacturers to assess and assure the agility performance of their robot systems. This framework includes robot agility performance metrics, information models, test methods, and protocols – all of which will be validated using a combined virtual and real testing environment.

The NIST ISD uses a Yaskawa Motoman SIA20F Robot to support its research efforts. The robot requires an upgrade, to include a force torque sensor, to support testing of the agility of robotic systems in NIST’s Agility Performance of Robotic Systems project. The upgraded robot will be used to retrieve force and torque feedback to allow the control system to know when parts are in the robot gripper and when the robot collides with obstacles in the environment.

Purpose The purpose of this acquisition is to procure a Motoman MotoFit Kit to upgrade an existing Motoman SIA20F Robot. This kit includes a force torque sensor and hardware compatible with the Motoman SIA20F Robot owned and operated by NIST (Serial No. 756968-1-1 SIA20F, FS100). This is a sole source requirement; only the Yaskawa Motoman MotoFit Kit is acceptable to ensure full compatibility with the existing Yaskawa Motoman SIA20F robot.

Description of Required Products The contractor shall provide a Yaskawa Motoman MotoFit Kit (Manufacturer’s Product No. 63479A001) which contains the following:

· A 6-axis force sensor (rated 1000 N) to correct for the manipulator position, including:

· Communication Board

· Power Supply

· Adapter(s)

· Communication Cable (10 m)

· Software and Manuals.

· Ability to detect three translational forces and three axial moments to detect external forces during the search job.

· During normal robot operation, position must be maintained even when external forces are applied.

· A precision fit to the Motoman robot, by force control to adjust position and assemble mating components.

Warranty Requirements

Products shall be warranted for one year from date of delivery.

Delivery Requirements

Delivery shall be scheduled at a time mutually agreed upon by the Government and Contractor not later than September 30, 2020. The contractor shall deliver the required items F.O.B Destination to the address below:

NIST Shipping and Receiving 100 Bureau Drive Building 301 Gaithersburg, MD 20899

Due to current NIST campus access restrictions due to the COVID-19 pandemic, the Contractor SHALL have written confirmation of NIST ability to accept and inspect deliveries before shipping products. Written confirmation must come from the NIST Technical Point of Contact. Contractor failure to acquire written confirmation from NIST prior to shipping products shall release the Government of any liability. If it appears that NIST campus access restrictions will continue beyond September 30, 2020, the Contractor shall contact the Contracting Officer.

F.O.B destination means that the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

Installation Requirements

The Contractor shall install, configure, and test functionality of delivered products on-site at NIST within 10 business days after delivery is received. NIST personnel will be present for this process. The Contractor shall be responsible for all travel, labor, parts, etc. associated with installation, configuration and testing.

Inspection & Acceptance

NIST will inspect the installed and configured equipment to ensure it includes all products identified in this Statement of Need and that it and operates in accordance with the identified specifications.
