About this file

This is a Statement of Need for Supply or Service issued by the NMFS Santa Cruz Laboratory (Fisheries Ecology Division) for procurement of one new 1000-gallon, two-compartment aluminum live fish transport tank. The equipment is required to support critical live fish handling, transport, and research operations for the Laboratory's fisheries ecology programs, specifically for transport between the Santa Cruz Laboratory, captive broodstock facilities, and remote field sampling locations such as Big Creek. The tank will support NMFS research on coho salmon and other anadromous species in the central California coastal region in accordance with the Laboratory's mission to advance fisheries science, conservation, and ecosystem-based management.

The tank must meet detailed technical specifications including a total capacity of 1000 gallons divided into two equal compartments with dimensions of approximately 120 inches (L) × 66 inches (W) × 36–40 inches (H); construction of 1/4-inch aluminum inner walls with 1/8-inch outer skin, 2-inch foam insulation, and white epoxy coating; dual access lids with toggle clamp latches; 12-inch Valterra knife valves per compartment; two AV300 vents per compartment; four Fresh-Flo 12-volt aerators (two per compartment) rated at 75 GPM each; oxygen delivery systems including oxygen stones, manifolds, flowmeters, and a dual vertical oxygen bottle rack; drain/fill valves and sight gauge kits; weather-tight control box compatible with 12-volt DC vehicle power; and four picking eyes for lifting. The tank must be new, fully assembled, and ready for immediate operational use upon delivery, with no on-site installation or assembly required. Delivery to NOAA Southwest Fisheries Science Center in Santa Cruz, California is required within 45 days of purchase order issuance on an FOB destination basis. Vendors must provide complete technical data sheets, material specifications, minimum one-year warranty on tank and components, and any recommended spare parts or maintenance requirements with their quotation. The Technical Point of Contact is Erick Sturm at (831) 420-364 or erick.sturm@noaa.gov.

NMFS Santa Cruz Laboratory

STATEMENT OF NEED FOR SUPPLY OR SERVICE

NMFS Santa Cruz Laboratory – Fisheries Ecology Division

PURPOSE

The NMFS Santa Cruz Laboratory requires procurement of one (1) new 1000-gallon, two-compartment aluminum live fish transport tank. This equipment will support critical live fish handling, transport, and research operations essential to the Laboratory's fisheries ecology programs.

The dual-compartment tank with integrated aeration, oxygenation, and insulation systems is required to maintain fish health and survival during transport between the Santa Cruz Laboratory, captive broodstock facilities, and remote field sampling locations such as Big Creek. This capability directly supports NMFS research on coho salmon and other anadromous species in the central California coastal region, in accordance with the Laboratory's mission to advance fisheries science, conservation, and ecosystem-based management.

TECHNICAL SPECIFICATIONS

The required item is a new 1000-gallon two-compartment aluminum live fish transport tank meeting or exceeding the following technical specifications. This description is intended to be all-inclusive and stand-alone so that prospective vendors can determine their ability to supply a compliant product.

Minimum Technical Requirements:

• Capacity and Configuration: 1000-gallon total capacity divided into two (2) equal compartments (front and rear) with solid sloped floors and rear discharge design.

• Dimensions: Approximately 120 inches (L) × 66 inches (W) × 36–40 inches (H).

• Construction: 1/4-inch aluminum inner tank walls with 1/8-inch aluminum outer skin; 2-inch foam board insulation between layers; exterior finished with white epoxy coating for durability and corrosion resistance.

• Access Lids: One 36" × 24" access lid per compartment, front-hinged with toggle clamp latches, 45° stops, and rubber seal for secure, weather-tight closure.

• Valves and Fittings: 12-inch Valterra knife valves with 12-inch ring-lock fittings and dust caps (two total, one per compartment).

• Ventilation: Two (2) AV300 vents per compartment for pressure equalization and air exchange.

• Aeration System: Two (2) Fresh-Flo 12-volt aerators per compartment (four total), each rated at 75 GPM, for continuous water circulation and oxygenation support.

• Oxygenation System: Two (2) 24-inch oxygen stones per compartment; one oxygen manifold with 0–15 LPM flowmeter per compartment; one central oxygen regulator; dual vertical oxygen bottle rack for secure cylinder transport and connection.

• Drain/Fill and Monitoring: One (1) 2-inch drain/fill valve and one sight gauge kit per compartment for water level management and visual monitoring.

• Controls and Electrical: Weather-tight control box with switches, indicator lights, and warning lights; fully compatible with standard 12-volt DC vehicle power systems.

• Handling and Lifting: Four (4) picking eyes on top corners for safe crane or forklift handling during loading/unloading.

Additional Requirements: The tank must be new, fully assembled, and ready for immediate operational use upon delivery. It must be compatible with standard NOAA Fisheries transport trailers/trucks, common compressed oxygen cylinders (e.g., standard medical or industrial sizes), and typical 12V DC electrical systems. All materials and components shall be corrosion-resistant and suitable for repeated exposure to fresh or salt water and standard laboratory disinfectants. Vendors shall provide complete technical data sheets, material specifications, warranty terms (minimum one year on tank and components), and any recommended spare parts or maintenance requirements with their quotation.
