Statement of Need
For
OL-A DET-1 AFCEC/COMF (CEMIRT)
1. Introduction:
This document articulates the requirement for a PFT-1003CM AC Hipot tester to support proactive maintenance and performance verification of circuit breakers within Air Force (AF) installations across the Department of Defense (DOD). The system is essential for ensuring electrical system reliability, minimizing downtime, and mitigating potential safety hazards associated with degraded circuit breaker performance.
2. Problem Statement:
Circuit breakers, integral components of electrical distribution networks, are subject to performance degradation due to environmental factors, load cycling, and aging. Deterioration of insulation integrity can lead to premature failure, resulting in unscheduled outages, equipment damage, and increased risk of electrical shock or arc flash incidents. Existing preventative maintenance programs in numerous AF installations lack the capability to effectively assess the dielectric withstand capability of installed circuit breakers, leaving critical infrastructure vulnerable to unforeseen failures.
3. Proposed Solution:
The PFT-1003CM AC Hipot tester offers a robust solution for performing high-potential (hipot) testing on circuit breakers. This system enables qualified technicians to:
• Quantify Dielectric Strength: Precisely measure leakage current under high-voltage AC stress to assess insulation integrity and identify potential weaknesses.
• Detect Insulation Degradation: Identify subtle flaws, contamination, or partial discharge activity indicative of impending failure.
• Validate Performance Specifications: Verify that circuit breakers meet or exceed manufacturer's specifications and applicable industry standards (e.g., ANSI/IEEE C37).
• Establish Baseline Performance Data: Facilitate the creation of a comprehensive asset management program based on quantifiable performance metrics.
4. Technical Justification:
The acquisition of the PFT-1003CM is technically justified by the following factors:
• High-Voltage Output Capability: The 100 kV AC output provides the necessary test voltage to effectively stress-test a broad range of circuit breakers utilized in AF installations.
• Precise Leakage Current Measurement: Accurate measurement of leakage current enables the detection of subtle insulation defects not readily apparent through visual inspection.
• Compliance with Industry Standards: The PFT-1003CM facilitates testing in accordance with established industry standards for circuit breaker performance assessment.
• Calibration Traceability: The included calibration certificate provides documented traceability to national metrology standards, ensuring the accuracy and reliability of test results.
5. Operational Impact:
The implementation of the PFT-1003CM, along with the use of Hand Cart P/N 90-275, HV Section Shipping Case, P/N 32-0334, and Control Section Shipping case p/n 32-0333 for shipping and transport, will result in:
• Enhanced Electrical System Reliability: Reduced incidence of unscheduled outages due to proactive identification and mitigation of circuit breaker failures.
• Improved Personnel Safety: Minimized risk of electrical hazards through early detection of insulation degradation.
• Optimized Maintenance Schedules: Data-driven decision-making regarding maintenance intervals and equipment replacement strategies.
• Reduced Lifecycle Costs: Extended equipment lifespan and minimized repair expenses through preventative maintenance.
6. Conclusion:
The acquisition of the PFT-1003CM AC Hipot tester is a critical investment in the reliability, safety, and operational readiness of Air Force installations DOD-wide. By providing a precise and reliable means of assessing circuit breaker dielectric withstand capability, this equipment will contribute to a more resilient electrical infrastructure and a safer working environment for personnel. The PFT-1003CM AC Hipot tester is scheduled for delivery within 60 days of contract award, enabling immediate deployment and utilization across prioritized Air Force installations.
