Selection Procedures SOQ submittals that meet the Minimum Qualification Requirements will be evaluated and scored according to the Evaluation Criteria in the SOQ Evaluation and Scoring Table below. Packages will be reviewed by a panel of State Water Board staff.
Scoring Methodology Panel members will review each Proposal and assign points for each Category in the SOQ Evaluation and Scoring Table below using the scoring methodology assigned to each criterion. The scores for each Category will be multiplied by their respective weight to get a weighted score. The weighted scores will be totaled for all criteria per panelist and the panelist scores will be averaged for a final total by which the SOQs will be ranked.
