About this file

This document contains vendor questions and Department of Natural Resources (DNR) answers regarding Wisconsin DNR RFP 18-075-20 for the Voluntary Public Access & Habitat Incentive Program (VPA-HIP) Marketing Plan. The contract requires development of a marketing and implementation plan to promote VPA-HIP to traditional landowner groups with concentrated effort targeting historically underserved populations including beginning farmers, socially disadvantaged groups (American Indians, Asian Americans, Black or African Americans, Hispanics), limited resource farmers, and women. The program operates across 52 eligible Wisconsin counties and is funded by the U.S. Department of Agriculture Natural Resources Conservation Service (NRCS). Contractor participation in meetings is required, though video conference solutions such as Skype are acceptable alternatives to in-person attendance. Proposals must be submitted in physical form rather than via email. Enrollment in the program operates on a rolling basis through August 31, 2018, with three existing regional DNR staff members and potential for one additional staff person available to assist with landowner engagement.

The total contract budget is capped at $30,000, which covers both marketing plan development and selected implementation activities such as printing, mailing, advertising, and website development. Implementation responsibilities will be shared between the selected vendor and DNR. Foreign companies from countries including India and Canada are eligible to apply, and work may be performed outside the United States. DNR indicated willingness to provide survey data demonstrating high satisfaction levels from both landowners and recreational users, though demographic information on current and past enrollees cannot be shared without specific written authorization from the NRCS federal funding agency.

RFP 18-075-20 –

Voluntary Public Access & Habitat Incentive Program (VPA-HIP) Marketing Plan Posted 08-09-2017

Questions Submitted Regarding Proposal Clarification:

1. Can companies from Outside USA can apply for this (from India or Canada)?

DNR Answer: YES

2. Whether we need to come over there for meetings?

DNR Answer: Yes – we expect the contractor to participate in meetings, but their participation could be arranged to be done through Skype or other video conference solution.

3. Can we perform the tasks (related to RFP) outside USA (like, from India or Canada)?

DNR Answer: Yes

4. Can we submit the proposals via email DNR Answer: No emailed proposals

5. Is the $30k budget just for developing a plan? Is plan implementation -- printing and mailing, advertising, website development, etc. -- part of the $30k or separate from the $30k?

DNR Answer: It is expected that some of the work of implementation could be done by the vendor and some of the work can be done by the DNR. The total cap is $30K.

6. Does DNR envision that it will implement the landowner outreach plan? The vendor will implement the outreach plan? Or some combination of the two?

DNR Answer: Some combination of the two.

7. Is landowner enrollment on a rolling basis? Or are there open seasons and deadlines for enrolling?

DNR answer: enrollment is on a rolling basis until funds are used up or until August 31, 2018.

8. Does DNR have any field presence that meets with interested landowners in person to answer questions or determine a property’s suitability for the program?

DNR answer: Yes, there are already three regional staff persons for this with the potential to add one additional staff person.

9. In the RFP, DNR cites high satisfaction levels from both landowners and recreational land users. Can DNR share the surveys where these numbers came from?

DNR answer: Yes

10. Of your current/past enrollees how many represent the underserved population. Would you provide the awarded vendor with their information for market research purposes?

DNR answer: It is unknown; we do not have landowners fill out demographic information. We cannot provide landowner information without a specific written request from the federal funding agency (U.S. Department of Agriculture Natural Resources Conservation Service).
