About this file
This document establishes the Terms and Conditions for the State of Michigan's Print & Mail Management (PMM) program, administered by the Department of Technology, Management & Budget (DTMB). The document outlines vendor requirements and operational procedures for state printing and mailing services rather than a specific procurement with defined quantities or delivery dates. Vendors must achieve pre-qualification status with PMM in addition to Michigan state vendor registration and must accept Electronic Funds Transfer (EFT) payments; the pre-qualification process requires approximately one week. All bids must be submitted online by pre-qualified vendors only and must include all costs with freight F.O.B. Destination, prepaid to the dock located at 7461 Crowner Drive, Lansing, Michigan 48913. Late bids are not accepted.
Pricing is submitted on a bid basis with all-inclusive costs to the state dock. Vendors are subject to an overs/unders policy prohibiting underruns, with overruns charged to the vendor's account. Delivery to the General Services Building dock operates Monday through Friday from 8:00 a.m. to 3:30 p.m., excluding standard holidays, with drivers required to obtain entry passes at the front office with valid identification. Shipments requiring pallets must meet specific hardwood pallet specifications including two-way entry, dimensions between 36–48 inches wide by 44–48 inches long with maximum height of 5 feet 6 inches, and maximum gross weight of 4,000 pounds. All cartons must be uniformly labeled with commodity numbers, descriptions, purchase order numbers, package counts, and total pieces per carton. Electronic copies of all materials must be provided in source software format with all revisions, fonts, and images included, plus PDF copies, with all materials becoming state property. Invoices should be submitted via email to DTMB-PrintingServices@michigan.gov and through the VSS system, with direct shipment notifications and packing slips required to be sent to Andrew Hale at halea3@michigan.gov or faxed to 517-636-7732.
