About this file

This is a Terms & Conditions document from the State of Michigan's Print & Mail Management (PMM) program outlining requirements for vendors bidding on print and mail management contracts. The document establishes mandatory pre-qualification requirements for all bidding vendors, who must also be registered with the State of Michigan and capable of accepting Electronic Funds Transfer (EFT) payments. Bids must be submitted online and include all costs with freight to the designated dock at 7461 Crowner Drive, Lansing, Michigan 48913, on an F.O.B. Destination, prepaid basis. The document specifies strict pallet and packaging specifications for shipments, requiring single-face hardwood pallets with specific dimensions (44"-48" length, 36"-48" width, 5'6" maximum height, 4,000 pounds maximum gross weight) and detailed labeling requirements for all cartons. Delivery to the General Services Building dock is available Monday through Friday from 8:00 a.m. to 3:30 p.m., excluding standard holidays, with drivers required to obtain entry passes at the front office before proceeding to the dock.

The pricing structure enforces an overs/unders policy prohibiting any underruns, with overruns at the vendor's expense. Invoices must be submitted to Scott Barclay at Print & Mail Management, either by mail to the General Services Building or by email, in addition to entry into the Vendor Self Service (VSS) system. For jobs requiring direct shipment to locations other than the primary dock, vendors must submit signed packing slips to Scott Barclay via fax or email with advance notification of shipment and expected arrival time. All electronic materials, including source files in native software format with all revisions, fonts, and images, as well as PDF versions, become the property of the State of Michigan and must be returned upon request. Vendors interested in pre-qualification should contact Mark Miller, Scott Barclay, or Graham Martin at the provided phone numbers or email addresses, with pre-qualification typically completed within one week of submitting required information.
