About this file

This document contains the terms and conditions for the State of Michigan's Print & Mail Management (PMM) program, establishing operational requirements for vendors providing print and mail services to the state. Prospective vendors must be pre-qualified with PMM and registered as State of Michigan vendors accepting EFT payments before submitting bids; pre-qualification takes approximately one week upon submission of required information. All bids must be submitted online and include all costs with freight to the dock at 7461 Crowner Drive, Lansing, Michigan 48913, with F.O.B. Destination terms and prepaid freight required. Late bids will not be accepted. Deliveries are accepted at the General Services Building dock Monday through Friday from 8:00 a.m. to 3:30 p.m., excluding standard holidays, with drivers required to obtain entry passes at the front office with valid identification.

Shipments requiring pallets must comply with specific packing specifications, including single-face hardwood pallets with three 2" x 4" runners, deck boards of 3/4" minimum thickness with maximum 1-1/2" spacing, and maximum gross weight of 4,000 pounds per pallet. The vendor's overs and unders policy specifies that no under-runs will be accepted and over-runs are at the vendor's expense. All cartons must be clearly labeled with commodity numbers, descriptions, purchase order numbers, package quantities, and pallet totals. For direct shipments to locations other than the Crowner Drive address, a signed packing slip must be faxed or emailed to Scott Barclay with notification of shipment and expected arrival. Invoices must be submitted to Print & Mail Management at the General Services Building address or emailed to Scott Barclay, and all electronic copies of materials must be provided in source software format with all revisions, fonts, and images, plus a PDF version, as all materials become the property of the State of Michigan upon delivery.
