About this file
This is a Terms and Conditions document for the State of Michigan Print & Mail Management (PMM) program, outlining requirements for vendors seeking to provide printing and mailing services to the state. Vendors must be pre-qualified with PMM and registered as state vendors before submitting bids; pre-qualification takes approximately one week and can be initiated by contacting Mark Miller, Scott Barclay, or Graham Martin. All bids must be submitted online and include complete costs with freight to the state dock located at 7461 Crowner Drive, Lansing, Michigan 48913, with delivery on an F.O.B. Destination, prepaid basis. Late bids will not be accepted. General Services Building dock hours are Monday through Friday from 8:00 a.m. to 3:30 p.m., excluding standard holidays, and drivers must obtain an entry pass at the front office with valid identification before proceeding to the dock.
The document establishes specific packaging and labeling standards requiring materials to be placed on single-face hardwood pallets with three 2" x 4" runners, with deck boards at least 3/4" thick and maximum 1-1/2" spacing. Pallets must be two-way entry with dimensions between 44" to 48" in length, 36" to 48" in width, and maximum height of 5'6" including the pallet, with a 4,000-pound maximum gross weight. All cartons must be uniformly labeled with commodity numbers, descriptions, purchase order numbers, and piece counts. The vendor assumes all costs for overruns while underruns are not accepted. Invoices should be submitted to Scott Barclay at PMM in addition to the VSS system, and all electronic materials, including source files, revisions, fonts, images, and PDF versions, become the property of the State of Michigan upon delivery.
