About this file
This document outlines the Terms and Conditions for the State of Michigan's Print & Mail Management (PMM) program, establishing operational requirements and standards for vendors providing printing and mailing services to the state. The contract opportunity pertains to 2026 Civil Rights Die Cut Stickers for the State of Michigan. Specific details regarding quantities, response dates, due dates, bidder meetings, and contract terms are not provided in this terms and conditions document, as it serves primarily as an operational and logistical framework for qualified vendors rather than a standalone solicitation notice.
Vendors must be pre-qualified with PMM and registered with the State of Michigan, with pre-qualification requiring approximately one week after submission of required information. All bids must be submitted online and include freight costs on an F.O.B. Destination, prepaid basis to the state's dock at 7461 Crowner Drive, Lansing, Michigan 48913. Overs are at the vendor's expense with no underruns accepted. Shipments must comply with specific pallet specifications including single-face hardwood construction, maximum gross weight of 4,000 pounds, and standardized labeling requirements. Deliveries are accepted at the General Services Building dock between 8:00 a.m. and 3:30 p.m., Monday through Friday, excluding standard holidays, with drivers required to obtain entry passes. Direct shipments require a signed packing slip faxed or emailed to Andrew Hale at halea3@michigan.gov or 517-636-7732, along with shipment notification and expected arrival times. Invoices must be submitted via email to DTMB-PrintingServices@michigan.gov and entered into the VSS system. Electronic copies of all materials must be provided in source software format with all revisions, fonts, and images, along with PDF versions, and become the property of the State of Michigan upon delivery.
