State of Michigan Print & Mail Management Terms & Conditions
This document outlines the terms and conditions for vendors seeking to provide printing and mail management services to the State of Michigan. Vendors must first obtain pre-qualification status with Print & Mail Management (PMM) in addition to being registered as a State of Michigan vendor and accepting Electronic Funds Transfer (EFT) payments; pre-qualification typically requires approximately one week. Only bids submitted by pre-qualified vendors will be accepted. All bids must be submitted online and include complete costs, including freight to the designated dock location at 7461 Crowner Drive, Lansing, Michigan 48913. Bids must be submitted on an F.O.B. Destination, prepaid basis, and late submissions will not be accepted. The General Services Building dock operates Monday through Friday from 8:00 a.m. to 3:30 p.m., excluding standard holidays. Drivers must obtain an entry pass at the front office before proceeding to the dock.
Shipments requiring pallets must comply with specific specifications, including single-face hardwood pallets with three 2" x 4" runners, 3/4" minimum deck board thickness, and maximum dimensions of 48" length by 48" width with a 5'6" height limit and 4,000-pound maximum gross weight. All cartons must be clearly labeled with commodity numbers, descriptions, purchase order numbers, package quantities, and total piece counts. The State of Michigan enforces a no-underruns policy; any overruns are at the vendor's expense. For direct shipments to locations other than the Lansing dock, vendors must submit a signed packing slip to Andrew Hale, the PMM contact, along with shipment notification and expected arrival times. Invoices must be submitted via email to DTMB-PrintingServices@michigan.gov and entered into the VSS system. All electronic materials become the property of the State of Michigan and must be delivered in source software format with all revisions, fonts, and images, as well as in PDF format.
