About this file

This is a Determination & Findings (D&F) document for a sole source procurement justification by the Air Force Research Laboratory (AFRL/PZLET). The procurement authorizes a single-source acquisition for STAR-CCM+ software maintenance and technical support to sustain computational fluid dynamics (CFD) simulation capabilities across the directorate's research programs. The action is justified under RFO 8.401 (FSS Orders), RFO 11.204(a)(2)(ii) (Brand Name), and RFO 13.101(b) (Noncommercial Products and Services), as only one source is reasonably capable of providing the required supplies and services.

The government requires STAR-CCM+ maintenance to ensure Air Force Research Laboratory installations remain current with the latest software version, enabling high-priority, large-scale simulations on DOD supercomputing resources. The software supports advanced turbomachinery meshing, polyhedral mesh generation, harmonic balance analysis, multi-physics problem setup, and massively parallel simulations. STAR-CCM+ is extensively used for inlet and turbomachinery component analysis, airframe-propulsion configuration verification, and compatibility with DOD High Performance Computing work. The procurement justifies sole-source acquisition based on significant prior investment in perpetual licenses made in FY20, the specialized technical capabilities required, the cost advantage of the flat-price parallel licensing structure versus per-core fee models, and the substantial duplication of costs and training requirements that would result from switching to alternative software systems. The Contracting Officer serves as the approval authority for this determination in accordance with DAF Approval Authorities Matrix PM 26-C-11 and GSAR 538.7104-3(a).

Text version

airframe-propulsion configurations for new platforms being developed internally in and to independently verify the physics on externally designed future aircraft platforms.

The licensing structure allows to execute simulations of any size. Due to the number of cores available on local resources, there is a significant cost advantage of a flat-price parallel capability (STAR-CCM+ Power Session) versus other software products that charge per-core license fees (such as offers the STAR-CCM+ products on GSA Advantage.

An investment of was made in FY20 to procure perpetual licenses. The purchase included the perpetual license and the software maintenance for the first year with justification through cost comparison to the product suite capable of computing on the same number of cores. If the Star-CCM+ maintenance purchase is not performed, the cost for the Government to acquire a new software system and train users would be as follows. Estimated cost to replace the Star-CCM+ software with with sufficient number of core licenses would be based on GSA Advantage product listings.

support policy dictates that third-party vendors are directly responsible for customer support for any products that they sell.

Accordingly, . is the only firm capable of providing the supplies/services described above with the U.S. Air Force experiencing substantial duplication of cost (or unacceptable delay) that could not be recouped through competition.

5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.

6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
