About this file
This is a Standard Contract for Sale and Purchase document associated with the City of Tampa's disposition of real property located at 411 North Franklin Street, Tampa, Florida 33602. The City is seeking proposals from qualified proposers to purchase and develop the 44,521-square-foot property, which currently houses the Tampa Police Department Headquarters, a five-level parking garage, and associated improvements situated in the Central Business District-1 zone. Proposers must submit electronically through the OpenGov eProcurement Portal by February 6, 2026, at 1:00 PM EST. A pre-proposal meeting and site tour are scheduled for January 6, 2026. The property closing must occur by January 31, 2027. The City requires proposers to demonstrate both vision and financial capacity to develop the property to its highest and best use, with all costs associated with demolition, environmental assessments, surveys, engineering, architecture, rezoning, and construction to be borne by the successful proposer. Proposers must agree to a one-year leaseback of the headquarters to the City for $1.00 per year, with a potential one-year extension, during which the City will cover all utility costs.
The property is offered for sale with an opening bid of $36,000,000.00 and is sold "AS IS/WHERE IS WITH ALL FAULTS." Evaluation criteria consist of two equal 50-point components: completeness of proposal and purchase price, and financial capacity. A 10% deposit of the purchase price is required at contract execution. Proposers must provide three years of audited federal tax returns, income statements, and cash flow statements; if financing is required, a loan commitment or pre-approval letter must be submitted. The property is subject to two existing leases: one with Dan Hayman Jewelers (month-to-month) and another with P10 Kennedy, LLC/Moxies (expiring April 6, 2030). Proposers must indicate whether they will assume or terminate existing leases and ensure tenant vacancies. The City will pay documentary stamp taxes, while the proposer bears all other closing costs. Proposals remain binding for 180 calendar days following the opening. There are no specific set-aside designations or restrictions on organizational types for this procurement.
