About this file

This is a professional land survey document prepared by Edgar Thomas Bristow, a Colorado licensed professional land surveyor with Flatirons, Inc. Surveying, Engineering & Geomatics, related to the City of Wheat Ridge's Anderson Pool Design project. The survey document, stamped and dated 2017, provides the existing conditions assessment necessary for the replacement of the outdoor community pool at Anderson Park (4355 Field Street, Wheat Ridge, CO 80033). The City issued a Request for Proposals on April 2, 2026, with a non-mandatory pre-proposal conference scheduled for April 9, 2026, a question acceptance deadline of April 14, 2026, and proposals due by April 30, 2026, at 2:00 p.m. Mountain Time. The selected consultant team will lead a structured nine-phase design process including project initiation, existing conditions assessment, concept development, community engagement rounds, preliminary design, schematic design (30%), design development (60%), construction document development (90%), and final construction documents suitable for bidding and construction. The anticipated contract start date is June 1, 2026, with a projected design timeline of approximately 14 to 16 months.

Evaluation will follow a best value procurement model, scoring proposals on project understanding and approach (20%), relevant experience (20%), project team qualifications (15%), public engagement strategy (15%), project schedule and management (10%), and fee proposal (20%). Pricing must be firm for one year following acceptance and exclude applicable taxes, with invoices submitted monthly and payable within thirty days via Electronic Funds Transfer. Price escalation is limited to one adjustment per contract term and cannot exceed ten percent without rebidding. The City requires compliance with the Keep Jobs in Colorado Act, mandating 80% Colorado labor, and no set-aside designations for disadvantaged enterprises have been identified. Responding consultants must maintain professional liability and errors and omissions insurance of $1,000,000 per claim and $1,000,000 aggregate, as well as commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate. The City of Wheat Ridge is exempt from sales and use taxes, and all contract products become the sole property of the City.
