About this file

This document is a Statement of Work (SOW) for a feasibility study to improve the stall margin and operational envelope of the T-7A aircraft powered by the F404-GE-103 engine. The key objectives of the study are to expand the unrestricted throttle usage up to 45,000 feet, expand the engine maneuvering envelope, and improve engine bleed output to expand the aircraft operating envelope.

The related federal contract opportunity is a sole-source solicitation by the Defense Logistics Agency Aviation to acquire this feasibility study from General Electric, the original equipment manufacturer of the F404-GE-103 engine. The solicitation is for a firm-fixed-price IDIQ contract with an estimated period of performance of 8 months, including the study report delivery within 6 months of contract award and an out-brief/technical interchange meeting. The study will outline the cost, schedule, and performance impacts of increasing the stall margin to improve the aircraft's operational capabilities.

T-7A Feasibility of Stall Margin Improvement Study

1. BACKGROUND

The purpose of this effort is to determine the feasibility of increasing the Stall Margin Remaining for the F404-GE-103 in the T-7A aircraft to enable the T-7A to improve upon the Advanced Pilot Training (APT) System Specification (SS) requirements with unrestricted throttle up to a pressure altitude of 45,000 ft. Without this improvement the aircraft will have shortened range capability and restricted ability to efficiently accomplish the navigation syllabus training (The aircraft will remain restricted to 31,000 ft for unrestricted throttle use and not be able to fully utilize the complete aircraft flight envelope).

2. SCOPE

The scope of this Statement of Work (SOW) includes, but is not limited to research, assessment, and analysis for the development of a study and delivery of a report with the findings to increase the Stall Margin Remaining for the F404-GE-103 in the T-7 aircraft to enable the T-7 to improve upon the APT SS requirements with unrestricted throttle to a pressure altitude of 45,000 ft. If the SS requirements cannot be achieved up to 45,000 ft, the regions of the flight envelope with restricted throttle shall be identified. The study should investigate and present multiple options to improve the operational envelope of the T-7 up to 45,000 ft pressure altitude. This study shall outline the cost, schedule, and performance impacts to the APT Program of increasing the Stall Margin Remaining to improve upon the SS up to a pressure altitude of 45,000 ft. The contractor will deliver the study report via the Technical Report- Study/Services and support an out-brief/Technical Interchange Meeting (TIM) to discuss the study results. Identifying and mitigating stall margin issues will enable the USAF to determine ways to reach more reliable engine performance, reduce the frequency of engine-related failures and maintenance requirements.

2.1 PERIOD OF PERFORMANCE

The study report shall be delivered within six months of contract award. The entire period of performance for this effort, including the out-brief and any final study report submittals, shall be eight months.

3. OBJECTIVES

The contractor shall conduct a feasibility study to outline possible Courses of Action (COAs) to improve the stall margin and operational envelope of the T-7 aircraft. The long-range objectives include:

a. Improve Aircraft Availability: Reliable and efficient engines result in higher aircraft availability. Fewer unscheduled maintenance events mean that aircraft can spend more time operational, directly supporting mission readiness and sustainment.

b. Extend Engine Lifespan: Addressing stall margin issues proactively can prevent long-term damage to engine components, thereby extending the overall lifespan of the engines and reducing the need for costly replacements.

c. Maximize long-term safety and sustainability of the overall aircraft platform.

While the short-term objectives include:

a. Expanding unrestricted throttle usage beyond flight level (FL) 310 and up to FL 450.

Allow for unrestricted After Burner (AB) operation above FL 310 or implementation of an automatic AB inhibit functionality.

b. Expanding Engine maneuvering envelope (Coffin Plot) to match or exceed flight control maneuvering envelope (Coffin Plot).

c. Improve engine bleed output to expand aircraft operating envelope below 180 Knots Calibrated Air Speed (KCAS) and above FL 270 without engine lifting impacts.

d. Provide recommendations for near-term, mid-term and future implementation on the APT Program with the goal of mutually improving performance and reducing cost/schedule impacts.

Each COA should address the following:

a. Pros and Cons of each COA,

b. Stall margin improvement/performance/sustainment impacts

c. Possible qualification efforts,

d. Complexity/level of effort for the COA,

e. Technical execution risk,

f. Estimated execution time and

g. Estimated cost rough order of magnitude (ROM).

Additionally, the study will describe any other known impacts of implementing an F404-GE-103 Engineering Change Proposal (ECP) to incorporate the COAs pre versus post MS-C in the program.

4. DESCRIPTION OF WORK

4.1 GENERAL PROGRAM MANAGEMENT

The contractor shall provide a manager for participation in progress meetings reviewing study activity. The Contractor shall prepare and deliver a draft report and then a final report to include the Cost Benefit Analysis (CBA). The contractor shall prepare and conduct an out-brief or TIM of the study results to the Program Office that will include delivery of the briefing materials and minutes from the out-brief/TIM. The contractor shall perform administrative and program management functions during this effort to ensure efficient and effective execution.

These functions include scheduling of activities; describing status of effort; outlining contractor activity and progress toward accomplishment of objectives; and program planning as required to ensure efficient and effective completion of study activities and milestones.
