About this file

This document is a staff report regarding a proposed contract for the procurement of water trucks for the County Board of Supervisors' approval. The County is seeking to purchase up to 10 water trucks to support ongoing infrastructure maintenance and construction projects. The contract will have an initial term of 2 years with the option to renew for up to 3 additional 1-year terms. Bids are due by January 8, 2024, and a mandatory pre-bid conference is scheduled for December 15, 2023. The contract is expected to be awarded at the February 5, 2024 Board of Supervisors meeting.

The water trucks must meet specific technical requirements outlined in the Scope of Work, including a 5,000-gallon capacity, compliant emission standards, and a 4-wheel drive configuration. Pricing will be firm, fixed-unit costs, with an estimated total contract value of $2.5 million. The procurement will be open to all qualified bidders, with no set-aside requirements. The water truck purchase will be funded through the County's general capital improvement program budget.

ITEM DESCRIPTION:

The Recreation, Parks and Cultural Services Department budgeted for a Freightliner Dust Control Water Truck to replace a 2000 model International unit. This vehicle is used to water the arenas and roadways at the Wills Park Equestrian Center to control dust during events and to keep the correct amount of moisture in the arena footing mixture for the safety of the horses and riders.

The 2000 model was purchased as a used water truck in 2013 and is overdue to be replaced. Numerous resources have been expended to keep it functional. The existing vehicle is in need of numerous repairs which are estimated to cost approximately $50,000. Repairs needed: main pumping system for the water tank to include water lines and sprayers/cables; clutch; transmission; dash gauge cluster; lights and switches; door repairs and other body blemishes.

By replacing the existing unit we will be ensuring that the Equestrian Center has a reliable vehicle that should perform for many years with minimal repairs.

This item was bid on 9/19/2023 and re-posted on 10/5/2023. As of 10/18/2023, only one (1) response had been received, and the advertisement was pushed out for another week. On 10/26/2023, three (3) bids were received, but they did not bid per the specifications. It was once again put out for bid on 11/6/2023 and, finally, on 12/4/2023, three (3) bids were received.

Staff recommends the purchase of a 2024 Freighliner M2106 Dust Control Water Truck from Peach State Truck Center in the amount of $133,612.44. This purchase was advertised as Bid IYB 24-001 with three vendors submitting bids:

1. Peach State Truck Cetner, LLC $133,612.44

2. Peterbilt of Atlanta-Kennesaw $139,765.00

3. Worldwide Enterprise, Inc. $160,444.75

ALTERNATIVES:

Keep expending dollars on a truck that needs approximately $50,000 in repairs.

Peach State Truck Centers and Truck Service in the South East. Every day, Peach State employees work to provide quality products and world class customer service for our clients and customers in the communities where we do business.

Peach State Truck Centers is a limited liability corporation which was founded in 1974 by Thomas B. Reynolds in Norcross GA. His commitment to quality service and customer satisfaction is the secret to Peach State's success. In 2007 Peach State acquired Atlanta Freightliner and in 2012 Birmingham Freightliner was added to the Peach State family.

With the addition of these dealerships we can provide sales and service from McDonough in middle Georgia to Jefferson in North Georgia and all throughout the Birmingham - middle Alabama Area. The organization is currently owned and operated by t Reynolds, President and Tim Reynolds, Vice President.

Currently our operations include a state of the art 62,000 square foot service facility in Jefferson, and, our recently expanded, parts warehouse in Doraville, Georgia which increased from 40,000 square feet to over 100,000 square feet. All of our truck service technicians are certified with many carrying multiple accreditations including Freightliner, Caterpillar, Cummins, Detroit Diesel, Meritor, ASE, Eaton, Hendrickson, Foundation Brakes and Clean Air A/C. The body shop and paint technicians at our Georgia shops also have an array of accreditations from Freightliner, ASE, 3M, DuPont, Sherwin Williams, PPG, Bee-Line Alignment and Vis-Check.

without what we do, many of our customers would be without a valuable resource and business partner. We occupy a unique position of trust with our clients. The scale and range of what we do is quite amazing!

MANAGEMENT

Worldwide Enterprises, Inc. (WW) will provide the program/project management role. In this role, Worldwide will be the primary interface and advocate for this project to ensure that the project is completed on schedule, within approved cost, to specification and exceeds expectations.

Worldwide’s program/project management, contract management, manufacturing experience and teaming portfolio provide a special ingredient to ensure success.

PROGRAM MANAGEMENT

Strong program management and a good evaluation and control system are paramount in containing program cost and maintaining schedule. To facilitate the control process, WW will establish a project base line plan through the development of an integrated master schedule (IMS).

The IMS will establish the timing required to perform each task and provide the tool necessary to maintain schedule and measure progress. The establishment of a weekly status report will provide the PM with the performance data necessary to measure performance against the established baseline. The PM will monitor the overall program performance and identify potential schedule or cost issues which can then be analyzed, using EVM techniques, to determine an appropriate course of action. If during the monitoring of the program performance cost becomes a concern, the EVM provides valuable tools that will allow the PM to measure and analyze material cost against actual and estimated actual cost to identify potential cost overruns and determine an appropriate course of action.
