About this file

This Statement of Work (SOW) details the National Telecommunications and Information Administration's (NTIA) Institute for Telecommunication Sciences (ITS) requirement for a spectrum monitoring system to deploy at the Table Mountain National Radio Quiet Zone. The project requires four CRFS RFeye 100-18 sensors with specific configurations and supporting software packages, including Mission Manager, Site application, TDOA extension, and an on-site training package. The system must cover a frequency range of 20 MHz to 18 GHz, enable scheduled measurements, and have the capability to geolocate signal sources using Time Difference of Arrival (TDOA) technology.

Key technical requirements include omnidirectional measurement antennas, GNSS receiver modules, embedded software bundles, and the ability to manage complex real-time spectrum operations. The equipment must be sourced from official or authorized distributors, with all items being new and genuine. Delivery is specified as FOB-Destination to NTIA/ITS in Boulder, CO, with a 120-day delivery window after receipt of order. The system will be used to monitor and enforce radio quiet zone restrictions, conduct spectrum surveys, and support the Federal Advanced Communications Test Site (FACTS) project's research objectives.

STATEMENT OF WORK

CRFS RFEye

U.S. Department of Commerce

National Telecommunications and Information Administration Institute for Telecommunication Sciences

1. BACKGROUND

The Institute for Telecommunication Sciences (ITS) provides research and development support for the National Telecommunications and Information Administration (NTIA) by performing basic research in radio science that provides the technical foundation for NTIA’s policy development and spectrum management activities, as well as solves telecommunications challenges for other Federal agencies, state and local Governments, private corporations and associations, and international organizations.

Additionally, ITS addresses emerging telecommunications, information technology, and security challenges and contributes to the creation of telecommunications standards that support the full and fair competitiveness of the U.S. communications and information technology business sectors.

ITS currently uses CRFS RFeye nodes for spectrum monitoring from 0-8 GHz, so corporate knowledge exists in the deployment of these sensors. A network of RFEye sensors are currently being utilized for internal project research purposes. The Federal Advanced Communications Test Site (FACTS) project wishes to expand upon this capability to the 0-18 GHz frequency range at Table Mountain for both spectrum monitoring system for further development and research.

2. OBJECTIVE

The FACTS project requires a spectrum monitoring system to deploy on the Table Mountain National

Radio Quiet Zone. This system is to be used to monitor and enforce the Table Mountain radio quiet zone restrictions and assist in locating the source of any violating emissions using Time Difference of Arrival (TDOA). The system should also have the capability to search for specific emissions given user input.

ITS currently performs annual spectrum surveys using the Radio Spectrum Measurement System

(RSMS). This system measures multiple known signals over the span of a week and averages these measurements to determine if any particular signal exceeds quiet zone limits. However, this ties up equipment used by other projects and is not continuous, so a dedicated system capable of monitoring the Table Mountain Quiet Zone year-round is required.

The spectrum monitoring system must cover frequency range of 20 MHz to 18 GHz. Measurements should be able to be scheduled, so that multiple measurements can be taken at different time intervals.

The system should also be capable of TDOA to geolocate the source of signals. This should either be able to run with a user, or as an automatically scheduled measurement based on a trigger or using known information on a signal of interest.

We have four sites to deploy sensors for this spectrum monitor, so four sensors are required as well as any necessary parts to deploy the system and any software required to meet the project’s requirements.

We also require a training package for project members to learn to use the various software packages for our needs.

3. REQUIREMENTS

ITS requires four CRFS RFeye 100-18 sensors with the following configurations and supporting software packages:
