STATEMENT OF WORK
STABINGER VISCOMETER(S)
9 June 2025
1. BACKGROUND
The Aerospace Fuels Laboratory at Vandenberg Space Force Base (AFPET/PTPLE) provides laboratory quality surveillance and investigative analytical support of flight critical products directly related to the warfighter and space launch operations on behalf of all Air Force and other Department of Defense (DoD) agencies, as well as commercial entities. AFPET/PTPLE has a vision to create a flexible, dynamic center of excellence that is responsive to customers and strategically positioned and focused on contingency and warfighter operations. We provide the warfighter and space launch activities specialized testing services and capabilities in petroleum, propellants, cryogenics, chemicals and gases for all aerospace vehicles, systems, and equipment.
2. SCOPE
AFPET/PTPLE has a requirement for two (2) Stabinger Viscometer Instruments with the ability to perform methods ASTM D7042 “Dynamic Viscosity and Density of Liquids by Stabinger Viscometer (and the Calculation of Kinematic Viscosity)” and ASTM D4052 “Density, Relative Density, and API Gravity of Liquids by Digital Density Meter” for routine aviation fuel, petroleum product and chemical specification and/or investigative testing.
On-site preventative maintenance services may be necessary to ensure core functionality, cleanliness, necessary adjusting, and accurate, repeatable performance.

3. TECHNICAL REQUIREMENTS
The contractor shall provide two (2) Stabinger Viscometers. This equipment shall, at a minimum, meet all the following requirements:
3.1. Capable of automatically running and fully complying with ASTM D7042 & ASTM D4052 test methodologies.
3.2. Ability to test aviation fuel, petroleum product and organic solvents for the following parameters: Kinematic Viscosity, Dynamic Viscosity, Density, API Gravity and Viscosity Index.
3.3. Electrically configured for standard AC 100-240V single phase, 50/60Hz. The instruments will have a three-wire electrical cord with 20-amp plug.
3.4. Ability to sit and function on benchtop or in fume hood; Each instrument dimensions will be less than 50 cm x 75 cm x 50 cm (WxDxH). Unit must weigh less than 100 pounds.
3.5. Fully automated to obtain final results for Dynamic Viscosity, Kinematic Viscosity, Density and API Gravity.
3.5.1. No pre-sample preparation required and
3.5.2. No manual calculations required
3.6. Must be able to use ≤10mL sample for full analysis.
3.7. Consist of a pair of rotating concentric cylinders and an oscillating U-tube which is surrounded by a copper block.
3.8. Thermoelectric heating and cooling system to ensure the temperature stability of the copper block remains within +/- 0.005°C from the set temperature at the position of the viscosity cell over the whole temperature range from -30°C to 100°C.
3.8.1. External cooling equipment may be used to obtain lower temperature range but shall be included.
3.9. Able to provide filtered, oil-free and dry air for operation in low temperature ranges (i.e. < 15°C).
3.10. Digital display screen to show results in real time with
3.10.1. Screen shall have buttons or be touchscreen to adjust testing parameters.
3.11. Equipped with data memory to store sample information and measurement results.
3.12. Equipped with USB 2.0, RS-232, and Ethernet ports.
3.13. Test results from this instrument to be within the following set parameters:
3.13.1. Dynamic Viscosity achievable range between 0.2 to 30,000 Pa·s
3.13.2. Kinematic Viscosity achievable range between 0.2 to 30,000 mm2/s
3.13.3. Density achievable range between 0 to 3 g/cm3
3.13.4. Expected viscosity/density/temperature repeatability of 0.10% /
0.00005 g/cm3 / 0.005°C
3.13.5. Expected viscosity/density/temperature reproducibility of 0.35%
/ 0.0001 g/cm3 / 0.03-0.05°C
3.14. If equipment requires chiller units to achieve the mandated operating temperature ranges, package shall include:
3.14.1. Compatible chiller fluid and connection tubing/hoses;
3.14.2. Chiller units must be pre-programmed to function with unit without need for manual operation.
3.14.3. Chillers shall be electrically configured for standard AC 100- 240V single phase, 50/60Hz and will have a three-wire electrical cord with 20-amp plug.
3.15. On-site installation, commissioning and performance verification, and training of instruments operation for up-to three (3) staff personnel at Vandenberg Space Force Base, CA.
3.16. Electronic copies of all manuals and instructions for instrument operation.
3.17. Ability to perform on-Site Preventative Maintenance for both instruments, to include:
3.17.1. Check of instrument operation
3.17.2. Cleaning
3.17.3. Replacement of normal wear parts
3.17.4. Inspection and adjustment of critical components
3.17.5. Performance verification
3.17.6. After-visit maintenance reports.
4. QUALIFYING COUNTRY PRODUCTS
4.1. All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872.
4.2. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
5. DELIVERY – INSTALLATION – LEAD TIME
5.1. The Contractor shall deliver and install the product within 12 weeks after contract award.
5.2. The contractor shall deliver to the following address:

6. WARRANTY AND SERVICE
6.1. The Contractor shall include no less than a one (1) year warranty for parts and services.
6.2. The Contractor shall provide telephone and/or e-mail support to help identify, troubleshoot and resolve hardware and software problems.
7. INVOICE AND PAYMENT
7.1. The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made.
7.2. A proper invoice shall cite:
7.2.1. Contractor’s name and address
7.2.2. Invoice number
7.2.3. Invoice date
7.2.4. Order number
7.2.5. Contract line-item number (CLIN)
7.2.6. Description of the supplies or services
7.2.7. Unit of issue
7.2.8. Unit price and extended price
7.2.9. Terms of any prompt payment discount offered
7.2.10. Who to notify in the event the invoice is defective
7.3. The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.
8. DELIVERY PROCEDURES – COMMERCIAL VEHICLES
8.1. The company shall properly ship the products to the Aerospace Fuels Laboratory at Vandenberg AFB CA. All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken
8.2. All vehicles larger than a large pick-up truck are required to be inspected by the Vandenberg Space Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:
8.2.1. Step van/panel truck
8.2.2. Tractor/trailer, box and flatbed containing cargo
8.2.3. Tanker trucks
8.2.4. Box trucks
8.2.5. Tour Buses
8.2.6. Garbage/recycled waste trucks
8.2.7. Concrete truck/mixers, dump trucks
8.2.8. Cranes, recreational vehicles, petroleum tanker
8.3. Inspection will be conducted at the truck gate (Lompoc Gate).
8.3.1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG.
8.3.2. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers, and the state in which the drivers’ licenses are help for the drivers who will be entering the base.
8.3.3. This shall be accomplished 24 hours prior to the requested entry time.
8.3.3.1. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
8.3.4. All irregular deliveries will be sent for inspection.
8.3.5. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed.
9. TERMS OF AGREEMENT
9.1. Delivery of two (2) Stabinger Viscometers in accordance with the requirements as outlined above and
9.2. Up to four (4) option years for Preventative Maintenance
