Scope of Work for Boiler Replacement for Unrepairable Damage to Station Boiler USCG Station Juneau

1.0 General

1.1 Scope: The scope of work for this project includes the replacement of 01 station boiler and all pipes and supporting components located on the boiler. Replacing 01 Burnham KV78 oil fired boiler.

1.2 Proposed Contractor:

1.3 Current boilers status: The current boilers (02 Boilers) and heating system is inoperable do to un-repairable pinhole leaks located on the cast-iron tubes. Due to the leaking system-station building and the Buoy Deck Restaurant located on the second floor are without heat.

1.4 Location of Site: Station Juneau

1.5 Examination of Site: Harri’ boiler technician, station EPO and AEPO conducted an investigation of the heating system and have determined the boilers to be inoperable and unrepairable.

1.6 Availability of Utilities: Water and electric are available in reasonable quantities at the site.

1.7 Contractor Use of Premises: The Contractor will be working on a Coast Guard operational military installation. Become familiar with and obey station fire, traffic, and security regulations. Personnel shall not stray from the immediate area of work or direct avenues of ingress and egress unless authorized in advance by the Contracting Officer’s Representative (COR).

1.8 Storage Area: The Contractor will be provided a storage area in a location determined by the COR. The Contractor shall be responsible for restoring the area to its original condition at the completion of work. The Contractor shall be responsible for protecting materials stockpiled against weather, damage, theft, and other risk of loss.

1.9 Clean Up: The Contractor shall keep the work area, including the storage area, free from accumulation of waste materials and comply with all federal, state and local regulations pertaining to the storage, transport and disposal of wastes.

1.10 Final Inspection and Acceptance: When the work is complete and ready for final inspection submit a written request to the Contracting Officer.

1.11 Warranties: All warranties and/or guarantees, either implied or expressed, for individual equipment shall be endorsed to the Government.

1.12 Storm Protection: Should warnings of wind of gale force or stronger be issued, the contractor shall take every practicable precaution to minimize danger to persons, the work and adjacent property. Precautions shall include, but not be limited to, closing all openings, removing all loose materials, tools and equipment from exposed locations, and removing or securing temporary work.

1.13 Underground and Concealed Utilities: Upon conclusion of the project contractor will ensure utilities are in the same condition as before work was started. Any damage to unforeseen utilities will be at the expense of the contractor. Utility mapping is not available onboard Station Juneau and extreme caution should be taken.

1.14 Utility Outages: Before interrupting or shutting down any utility, make a request for the interruption to the COR before anticipated interruption. Identify utility, reason for interruption, proposed time of interruption, and duration of interruption.

2.0 Removal of existing 01 Boiler

2.1 The Contractor shall remove existing boiler and supporting components. Identified in attached photos.

2.2 The Contractor shall dispose of all removed boiler and supporting components off Government property and in accordance with all federal, state, and local regulations.

2.3 Installation of 01 Boiler

2.4 The Contractor shall install the new boiler and supporting components at the same location as the existing boiler.

2.5 The contractor is responsible to supply all hardware needed to properly install the replacement boiler. Prior to installation, verify the exact location and orientation with the COR.
