Government answer: This is not a new requirement. This is a re-compete of a current requirement

Government Answer: Yes, as stated in the solicitation, this is 100 percent set aside for service disabled veteran owned business.
7. Will consideration be given to contractors that can provide services for 1-2 of the tasks or will consideration only be given to contractors who can perform all 3 tasks?
Government Answer: see evaluation procedures in section 10. The government will evaluate “based on the clarity and completeness of the approach”

10. How many FTE's are assigned to each work area? Warehouse, Currier, and Mail?
Government Answer: Please note that this is a performance based contract. The contractor is being asked to provide a total solution based on their understanding of the scope. The Government will not give current actual numbers of the incumbent’s current personnel usage. The government is paying for the completion of task and not a required specified number of FTE’s.
The following is an estimate based on historical data:
Labor requirement can be subdivided by individual tasks. At least one onsite Project Manager would be needed to meet the requirements of the contract; however, this position may at times involve providing coverage for all other tasks performed under the contract. The estimated number of staff required for all other task are as follows: Warehouse Services would require approximately 1 to 3 full time employees, Shuttle and Courier Service would require approximately 1 to 3 full time employees and Mail Services 1 to 2 full time employees. ** Please note that these are just rough estimates. Contractors are not required to stay within the min and max stated above. The government is looking for a total solution based on contractor’s innovative approach
11. In addition to the other questions, do you have an approximate number of SKU#'s associated with this task? Do you anticipate adding CLIN numbers for Program/Asst Program Managers? Will there be separate ODC's included in the pricing? See breakout of each question below:
Question: Do you have an approximate number of SKU#'s associated with this task?
Government Answer: There are approximately 2,350 SKU numbers for this task. Each SKU correlates to a specific storage space that may contain one or multiple items.
Question: Do you anticipate adding CLIN numbers for Program/Asst Program Managers?
Government Answer: There is no intention of having a separate CLIN for Program Management. The contractor should take into consideration any management and administrative factors for each task. Firm fixed prices should be quoted for each task. A breakout of each frim fixed price shall be included as supplemental information.
Question: Will there be separate ODC's included in the pricing?
Government Answer: Pricing for each task should include both direct and indirect costs? All cost contained in the firm fixed price should be broken out in a supplemental document. See solicitation section 10 for preparation instructions.

Government Answer: Yes, the incumbent is providing the WMS for the current contract

Government Answer: Yes, the current WMS meets the task requirements of the solicitation
14. Is this a new effort or a follow-on effort to a current contract?
Government Answer: See answer to question 1
15. Who is the incumbent on the current contract? What is the current contract number? What is the total value of the current contract (including all option periods)? What was the RFP number for the current contract

15. Is the level of effort in the current contract the same as in this RFP?
Government answer: As specified in previous answers, there is no specified level of effort. This is a firm fixed price, performance based acquisition based on task. The government is asking for a total solution based on the contractor’s innovative approach. Firm Fixed pricing is to be submitted based on completion of task in lieu of a Government specified level of effort. Please note however, that the contractor is required to submit supporting docs with the pricing information that will contain the contractor’s level of effort.
16. Are more or less hours/FTEs required in this RFP as compared to the incumbent contract?
Government answer: See answer to question 15 as well as an estimate given by the government in question 10
17. How many FTE's are required?
Government answer. See answer to question 10
18. How many different labor positions are required?
Government answer. See answer to question 10
19. What is the DOL Wage and Determination Labor Category/Code for each FTE?
Government answer: This is a performance based acquisitions. Contractors are to use the appropriate labor category it deems applicable to the solicitation. If proposed Labor categories are subject to the DOL
Wage determination, contractor’s pricing must be compliant with said determination. The government will check the supplemental price break out of the FFP line item to make sure that all prices are in compliance.
20. What position(s) is not covered by the DOL Wage and Determination?

21. What was the period of performance for the current contract?
Government answer: See answer to previous question 5
22. What was the level of effort in each period of the current contract?
Government answer: Current contract was awarded based on fixed price line items, not a government specified Level of effort.
23. Are the same number of FTEs required in this RFP as were required in the current contract?
Government answer: See answer to question 15
24. Is each labor category to be filled with an FTE? How many hours of each labor category are required?
How many hours are considered to be an FTE? 2080? 1920?
Government answer: See answer to question 10
25. Is only one FTE required for each labor category? Do any categories require more than 1 FTE? If so, which categories? And how many FTEs of each category are required?

27. Is all of the work to be performed on site at a government location? Are any of the contractor personnel to be performing work at the contractor site?
Government answer: Yes, all work is to be performed on site at a Government installation. Per the solicitation provision, it is recommended that contractors contact the COR to arrange a site visit or call to receive more information as to the specifics of the campus. The government is asking for the contractor’s approach to the PWS. Whether or not any contractor personnel will be performing work on the contractor site is a contractor specific approach and will be evaluated according to the evaluation procedures in the scope.
28. Please confirm that the Project Manager is a FTE on-site position.
Government answer: See answer to previous question
29. Would the government please reconsider the $500,000 per year minimum required amount for a
"relevant" past performance? Such amount is actually very high for similar work efforts that are set-aside for SDVOSBs.
Government answer: The Government will consider a per year minimum to $350,000 for relevant past performance. A formal amendment will be done on 2/21/2017. Because of the amount being lowered, time extension will not be granted for the amendment
30. Would the government consider as relevant instances of past performance where the aggregate contract value (i.e., taking into account all options) was at least $500,000 (instead of 500k per year)?
Government answer: No, the government will not consider an aggregate (contract value inclusive of all option years) past performance of $500,000 as relevant. As stated in the previous section, an amendment will be done to lower the recency of past performance to $350,000 per contract year .
31. Would the government allow for instances of past performance that were completed more than 5 years ago?
Government answer: No, the Government will evaluate past performance as stated in the solicitation.
32. Noting (a) the very short solicitation period; (b) that Feb 20 is a federal holiday; and (c) the fact that questions have not been answered, and when they are, there will not be much time for contractors to that incorporate the answers:
Will the government extend the due date for proposals?
Government answer: Please note that due to the commerciality of these services, the government deems the response time reasonable. As stated in the RFQ, contractors had NLT 2/17/2017. Questions could have been asked prior to or up to the date and time. Due to the time zone differences of potential contractors, the Government will extend the time at which quotes are due but not the date. Quotes will be accepted up to, but no later than 8:00 PM EST on 2/23/2017. A formal amendment is forthcoming.
