This is a follow on question to government answer number 54 to clarify the question. The solicitation does not appear to provide guidance on the calculation of small business subcontract plan goal percentages and dollars. Is it acceptable to calculate the goals and dollars based on total contract value?
See FAR 19.704 "Subcontracting plan requirements" for guidance. It is acceptable to calculate the goals and dollars based on total contract value. Offerors can assume a total contract value of $50,000,000. That amount equates to a $10,000,000 task order for each year of the five-year total period of performance.
