UNITED STATES DEPARTMENT OF COMMERCE

National Oceanic and Atmospheric Administration

ACQUISITION AND GRANTS OFFICE

June 23, 2014

Prospective Offerors:

The purpose of this posting is to provide preliminary information on the Department of Commerce (DOC)/National Oceanic and Atmospheric Administration’s (NOAA) current plans to solicit a Request for Proposal (RFP) for Human Resource (HR) Support Services for the NOAA Workforce Management Office (WFMO). Please note that DOC/NOAA is in the final stages of planning; however, any information provided within this document is subject to change without notice – please be sure to read the solicitation carefully and in its entirety! This information is being provided in an effort to improve industry understanding of WFMO’s approach to the forthcoming HR Support Services Indefinite Delivery/Indefinite Quantity (IDIQ) Contract.

NOAA's employees are its most important asset. Their competence, creativity, commitment, diversity, and innovation are vital to the accomplishment of the NOAA mission and the Nation's interests. The NOAA Workforce Management Office (WFMO) provides policies, programs, and processes that facilitate the recruitment, hiring, development, and retention of a diverse, highly skilled, motivated, and effective workforce capable of accomplishing the Agency's mission. The HR functions of WFMO provide for the full range of recruitment, staffing, classification, management advisory services, retirement and benefits counseling, personnel and payroll processing, and the partnership with management required to carry out NOAA's mission.

The primary objective of this acquisition is to establish a single-award contract with an experienced Contractor capable of providing HR support services, per the solicitation’s Statement of Work (SOW), for the NOAA WFMO. The Contractor shall be established as part of North American Industry Classification System (NAICS) 561110 prior to the submission of a proposal. This requirement is a 100% Small Business set-aside.

It is DOC/NOAA’s intent to issue a single award IDIQ pursuant to the HR Support Services solicitation sometime during August 2014. In order to meet this schedule, the NOAA Acquisition and Grants Office (AGO) Strategic Sourcing Acquisition Division (SSAD) intends to release a solicitation within the next week or so. The solicitation period will be open for approximately 2-3 weeks.

Please note that DOC/NOAA does not anticipate meeting in person with any prospective Offerors once the solicitation is released. No inquiries will be responded to in regards to this letter. Any questions and comments pertaining to this requirement shall be provided within the stated time period, and format, established in the solicitation. Thank you for your attention and continued interest in the HR Support Services procurement.

Sincerely, Amar Medatia Contracting Officer image1.png
