About this file

This Source Selection Statement documents the award decision for the NASA Langley Research Center Grounds Maintenance and Pest Control Services II (LGMPCS II) contract under RFP 80LARC23R0010. The procurement was conducted as an 8(a) small business set-aside under NAICS code 561730 (Landscaping Services) with a $9.5M size standard, resulting in a Hybrid Firm-Fixed Price contract with IDIQ provisions awarded to Dynamic Systems, Inc. for $6,892,014.

The contract covers comprehensive grounds maintenance and pest control services at NASA Langley Research Center in Hampton, VA, with a 13-month base period (including 30-day phase-in), four 12-month options, and a 6-month extension option. Seven proposals were received, with six considered timely. Using a Lowest Price Technically Acceptable (LPTA) source selection process, Dynamic Systems was selected after being evaluated as technically acceptable across three criteria: Technical Capability and Management Approach, Grounds Maintenance Experience, and Pesticide/Herbicide Certifications. The contract includes core sustaining services (grass mowing, edging, herbicide treatment, landscaping, pruning, pest control) under CLIN X001 and IDIQ services (tree removal, emergency cleanup, additional pest control) under CLIN X002. The Source Selection Authority determined Dynamic Systems' proposal represented the best value as the lowest-priced technically acceptable offer.

SOURCE SELECTION STATEMENT

LANGLEY RESEARCH CENTER (LaRC) GROUNDS MAINTENANCE AND

PEST CONTROL SERVICES II (LGMPCS II)

RFP NUMBER 80LARC23R0010

On December 3, 2024, in my capacity as the Source Selection Authority (SSA), I conducted a thorough and independent review of the documentation related to the Langley Research Center Grounds Maintenance and Pest Control Services II (LGMPCS II) procurement. In alignment with

NASA FAR Supplement (NFS), and after careful consideration of the Source Eval (SET) analysis and consultation with senior advisors, I have determined the offer that represents the best overall value to NASA, meeting the requirements as outlined in RFP 80LARC23R0010.

This Source Selection Statement is based on an objective assessment of the relevant portions of successful offeror.

In preparation for the Langley Research Center Grounds Maintenance and Pest Control Services II (LGMPCS II) procurement, market research was conducted to assess small business opportunities in relation to the requirement. Following the issuance of a Sources Sought notice on October 19, 2022, the Contracting Officer, in coordination with the Small Business Specialist and the SET, determined that a sufficient number of capable small business concerns existed to justify proceeding with the procurement as an 8(a) total small business set-aside. Accordingly, the Contracting Officer designated North American Industry Classification System (NAICS) code 561730 (Landscaping Services) with a small business size standard of $9.5M for the LGMPCS II procurement. Additionally, in support of this procurement, the SET developed an acquisition plan, conducted a site tour, and presented a draft solicitation for industry feedback.

NASA Langley Research Center subsequently issued Request for Proposal (RFP) No.

80LARC23R0010 on February 9, 2024, as an 8(a)-set-aside competition under NAICS code 561730. As amended, proposals were due by March 19, 2024. This competitive acquisition is structured to result in a Hybrid Firm-Fixed Price (FFP) contract, with provisions for issuing IDIQ task orders. The awarded contract will have a maximum potential period of performance of five

(5) years, consisting of a 13-month base period (including a potential 30-day phase-in period, if necessary), four (4) 12-month option periods, and an additional option to extend services for up to six (6) months in accordance with FAR 52.217-8.

The primary objective of this acquisition is to obtain comprehensive grounds maintenance and pest control services, along with Indefinite Delivery Indefinite Quantity (IDIQ) task orders.

Specifically, the contract will encompass two (2) contract line-item numbers (CLINs) for each period:

CLIN X001 - Core Sustaining Grounds Maintenance and Pest Control Services:

Including grass mowing, edging, herbicide treatment, green infrastructure vegetation control, landscaping, pruning, fertilization, and ditch and catch basin maintenance, pest identification and management, wildlife control, and preventative maintenance.

CLIN X002 IDIQ Services: irregular or urgent basis identified under the core CLINs. Covering the removal of trees, shrubs, and stumps, exploratory excavation, repair and replacement of grass areas, emergency clean-up, and additional pest control services beyond the baseline requirements. Note, the IDIQ CLINs include a set not-to-exceed amount per year.

These services are essential to directly support the operations at Langley Research Center, located in Hampton, VA.

During the course of the solicitation phase, the Contracting Officer issued one (1) amendment to

(1) release responses to questions submitted by offerors in response to the RFP; (2) update the following documents, (a) Standard Form (SF) 1449 with RFP Sections A-E, (b) Exhibit A Performance Work Statement (PWS), (c) Exhibit E Green Infrastructure Handbook, and (d) Attachment E-02 extend the propose due date.

In response to the LGMPCS II RFP, NASA received a total of seven (7) proposals. Of these, six

(6) proposals were received on or before the due date and time of 2:00 PM (ET), March 19, 2024, and were considered timely1. The timely proposals were submitted by the following Prime Offerors, listed in alphabetical order:

Atmos Solutions, Inc. 8(a) Communications Information Solutions, Inc. (CIS) 8(a) Data Tronix, Inc. 8(a) Dynamic Systems, Inc. 8(a) F-Concepts, Inc. 8(a) Saroj, International 8(a)

The proposal submitted by McKendree Services, Incorporated (MSI) submission was considered untimely. As a result, in accordance with FAR 52.212-1(f)(1) the offeror was notified on March 21, 2024, and was excluded from the competition.

The SET conducted a thorough evaluation of the proposals in accordance with the RFP and the source selection procedures outlined in the FAR. The objective was to determine the best value for the Government using the Lowest Price Technically Acceptable (LPTA) source selection process.

The SET used technical acceptability and price as evaluation factors to evaluate offers.

C. Price Factor:

Data Tronix, Inc.

Dynamic Systems, Inc.

Atmos Solutions, Inc.

F-Concepts, Inc.

Saroj, International Communications Information Solutions, Inc. (CIS)

B. Price Factor:

Consistent with FAR 15.404- 1(b)(2), various price analysis techniques used to evaluate Dynamic Systems price proposal included, but was not limited to, comparison of historical prices paid for the same or similar items, comparison to the IGCE, and comparison of proposed prices through market research.

The Government used analysis to determine if the price reflected a clear understanding of the requirements consistent with the technical proposal. Additionally, the Government checked for compliance and reasonableness of the prevailing Wage Determinations (WD) requirements, Limitations on Subcontracting (FAR 52.219-14), reasonableness of proposed prices for the Contract Pricing Schedule and Labor Categories, and evaluation of the proposed IDIQ FFP Rates to ensure the prices were fair and completed the Contract Line-Item Pricing Tables under Section B of the RFP and reconciled the pricing with the completed Attachment E-03, Contract Price Proposal Template. proposed labor categories and provided fully burdened rates for each labor category consistent with the requirements of the solicitation, which complied with the WD requirements. The subcontracting efforts proposed by met the Limitation of Subcontracting requirements in accordance with FAR 52.219-14. The SET and CO determined that Price Proposal was fair, reasonable, balanced, and reflected a clear understanding of the LGMPCS II effort consistent with the elements of the technical proposal. Therefore, the SET and CO did not identify any pricing concerns in

Pricing Proposal that would preclude award.

evaluation results. I thoroughly reviewed all documentation, thorough, well-documented, and consistent with the evaluation criteria set forth in the RFP. After consideration of the evaluation results presented, I completed an independent assessment based solely on the evaluation of proposals against the criteria set forth in the solicitation to determine the best value to the Government.

With a lowest price technically acceptable source selection process, Dynamic Systems, Inc. was identified as the lowest-priced Offeror. Using the evaluation factors specified in the RFP, I have reached the following conclusions.
