Combined Sources Sought Synopsis & Request for Information Reliability Centered Maintenance Cloud-Based Application
Development for Propulsion Systems
This announcement serves as a combined Sources Sought Synopsis (SSS) and a Request for Information (RFI) for market research purposes in accordance with (IAW) Federal Acquisition Regulations (FAR) under NAICS Code 541511 with a Small Business Size Standard of $30M. This is not a solicitation/request for proposal, and no contract shall be resultant from this SSS/RFI. The Propulsion Integration Office (AFLCMC/LPZL) located at Tinker AFB, OK seeks to identify potential sources and garner information in order to gauge interest, determine capability of potential sources, and request insightful information from industry to shape the follow-on Reliability Centered Maintenance (RCM) contract that will support multiple engine platforms.
The United States Air Force is surveying the marketplace for potential sources who have the engineering/technical expertise and capability necessary to integrate cloud-based applications for engine type-model series (TMS). These applications shall be constructed with and utilize Machine Learning (ML) to enable reliability centered maintenance (RCM), including the ability to identify required maintenance actions in order to optimize reliability and/or cost effectiveness. The particular cloud-based applications shall include, Deployment Readiness Tool (DRT), EShop Optimization, CShop Optimization, Reliability Predictor Tool, Data Set Monitoring, Maintenance Triage, Kitting, and Workscope Cost Optimization Tool, and shall be based on original prototype data and analytical models for engines within the LP engine portfolio which includes, but is not limited to the following:
C-130H (T56), T-38 (J85), B-52 (TF33-103),
F-15 (F100-220/229), F-16 (F110-100/129), B-2 (F118-100), B-1 (F101), KC-135 (F108), A-10 (TF34), HH-60 (T700), C-17 (F117), C-130J (AE2100), F-22 (F119), RQ-4 (F137), and
KC-46 (F138)
The prospective effort shall require the integration of these applications into one seamless Suite deployed into Cloud One, or another Government-approved production environment.
The anticipated effort shall require the engineering/technical expertise necessary to:
collect and analyze maintenance and supply data, evaluate failed components, assess failed parts with respect to drawings, material specifications, technical data and internal processes, develop reliability models derived from engine history and component improvements, develop cost models reflecting impact to life cycle ownership costs of RCM actions, develop optimization algorithms incorporating varying shop maintenance capabilities while generating suggested maintenance actions, and provide technical support to various MAJCOMs and Oklahoma City Air Logistics Complex
(OC-ALC).

2. Please provide your company’s experience with RCM.
a. Please list and describe contracts and customers of your company for which you perform/performed similar services as described in this RFI.
3. Please illustrate your company’s experience with military aircraft propulsion and maintenance activity.
a. Please list and describe contracts and customers of your company for which you performs/performed similar services as described in this RFI.
i. Describe your level of expertise of propulsion systems, supply chain functions, and field/depot maintenance activity.
4. Please explain your company’s experience with cloud migration.
5. Please detail your company’s experience with machine learning, natural language processing and domain ontologies.
a. Please list and describe contracts and customers of your company for which you performs/performed similar services as described in this RFI.
6. This effort includes the need for a mature Workscope Cost Optimization Tool that is built on actionable SRU R2s in order to perform multi-criteria decision making by considering costs and time on wing. How would your company ensure this key requirement is provided to the Government? Does your company have an existing cost optimization tool that would meet the Government’s need, or would one have to be developed? If development of a cost optimization tool is required, what would the estimated timeframe and cost be?
7. Some depot and regional repairs are completed at contractor facilities that will not allow access to its facilities by other vendors, and it is vital to have sustained access to the production floor at its overhaul facility. How would your company address this contractor-driven restriction?
8. What additional technologies or Condition Based Maintenance Plus (CBM+) efforts is your company involved with that could enhance our current propulsion capabilities?
a. Please list and describe current efforts your company is working with or pursuing with the government.
b. Provide ideas, concepts, or potential solutions that could augment current capabilities and improve readiness and reliability of USAF propulsion systems.
Please note, this combined SSS/RFI does not constitute a Request for Proposal (RFP) or an Invitation for Bids, nor does its issuance restrict the Government’s ultimate acquisition approach. The Government will not award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to this SSS/RFI.
