About this file

This document is a Purchase Description for a Dual Axis Digital Autocollimator (DADA) for the Air Force Precision Measurement Equipment Laboratories (PMELs). The DADA is a specialized optical device designed for calibrating fixtures, abnormal polygons, Heads Up Displays, and Guidance Systems, with precise technical specifications including a range of +/- 500 arc-seconds, accuracy of +/- 0.5 arc-seconds, and repeatability of +/- 0.1 arc-seconds. Key requirements include a 2.0-inch aperture, multiple measurement unit capabilities, specific sign conventions, and ability to read reflective surfaces as small as 0.25 inches in diameter.

The device must meet rigorous functional and mechanical requirements, including an LCD display with PC interface, supporting mounting fixture, specific operational parameters, and environmental tolerances. It requires a 30-minute warm-up time, 48-hour continuous operation capability, and must function in temperatures between 67-79°F with 20-45% relative humidity. Additional specifications cover physical dimensions (no larger than 18x6x6 inches, weighing under 10 lbs), a rugged waterproof carrying case, a 3-year manufacturer warranty, and compliance with safety and operational health standards. This is currently a pre-solicitation/Sources Sought Synopsis by the Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base for market research purposes.

2.6. Sign Convention: The autocollimator will have the following sign convention:

2.6.1. When the X-axis is horizontal: From the viewpoint of the autocollimator looking toward the mirror, a rotation of the mirror such that the right side moves toward the autocollimator and the left side moves away from the autocollimator will cause the measured angle indication to increase.

2.6.2. When the Y-axis is vertical: From the viewpoint of the autocollimator looking toward the mirror, a rotation of the mirror such that the top moves toward the autocollimator and the bottom moves away from the autocollimator will cause the measured angle indication to increase.

2.7. Minimum Reflective Surface: The DADA shall be capable of taking readings off of a highly reflective surface as small as 0.25 inches in diameter.

3. FUNCTIONAL REQUIREMENTS:

3.1. User Interface: The DADA shall have an LCD Display with PC user interface controls.

3.2. Ancillary Equipment:

3.2.1. The DADA shall be equipped with a supporting mounting fixture with leveling adjustments in both X and Y axis.

3.2.2. The DADA shall be equipped with all necessary cabling, and functional equipment needed for normal operation to meet all requirements of this Purchase Description.

3.2.3. The DADA shall come with an Optical Sighting Aid (Finding Prism). Optical Sighting Aid shall be a single unit consisting of a corner cube prism and beam splitter.

3.2.4. The DADA shall come with a finding prism for alignment of mirrors.

3.2.5. The DADA Shall come with a Right Angle Target mirror in mount.

3.2.5.1. Mirror Flatness shall not exceed 3μin over center 85% of mirror face.

3.2.5.2. Mirror shall have back to back (dual sided) mirrors.

3.2.5.3. Mirror faces shall be parallel within 1 arc-sec.

3.2.5.4. Mirror faces shall be perpendicular to mirror mount base within 5 arc-sec

3.2.5.5. Mirror mount base shall have pads on the side that are square to the mirror within 10 arc-sec.

3.2.5.6. Mirror diameter shall be between 2 and 5 inches.

3.2.5.7. Center of mirrors shall be in line with the DADA when installed in its supporting mounting fixture within ±0.5 inches.

3.3. Warm-Up Time: The DADA shall meet all specifications contained in this purchase description after a warm-up time not to exceed 30 minutes.

3.4. Operation Time: The DADA shall meet the specifications of this purchase description and will not display any intermittent characteristics of overheating or “Erroring out” for an extended period of not less than 48 hours of continuous operation in the AFPSL operational environment.

3.5. Distance Input: The DADA shall not require user inputs of distance to target or environment conditions to produce measurements.

3.6. Data Speed: The DADA shall have a minimum refresh rate of 10 Hz. The DADA shall regain its angle reference without loss of accuracy if the line of sight is blocked temporarily.

3.7. Roll: The DADA shall be able to roll about the body’s central axis, which is defined as the axis perpendicular to the X-Y measurement plane; and remain at any roll position from 0 to 90 degrees. 90 degree roll shall allow for the X and Y axes to swap positions. The DADA shall have the capability to be secure at any position throughout the roll.

3.8. Network: The DADA shall be an isolated system (NO Internet Access).

4. MECHANICAL & PHYSICAL REQUIREMENTS:

4.1. Display:
