About this file

This is a Sources Sought Synopsis for an engineering services contract supporting the Component Improvement Program (CIP) for Secondary Power Systems and Power Take Off (PTO) Shafts used in military aircraft. The Government is conducting market research to identify potential responsible sources and determine acquisition strategy, with a proposed NAICS code of 541330 (Engineering Services) and a $47.0 million size standard. The Government is interested in all small business categories, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned concerns.

The contract will be an eighteen-month engineering services effort focused on enhancing the safety, reliability, and maintainability of PTO Shafts across multiple Air Force weapon systems: F-15, F-16, B-1B, B-2, and T-38, as well as other potential defense agency platforms. Services required encompass continued sustainment, technical data management, engineering analysis, design activities, prototyping, hardware testing, and implementation of system improvements targeting service-revealed deficiencies (SRDs). Contractors must have demonstrated experience in manufacturing, testing, and designing PTOs and must have access to necessary OEM data or partnerships with Original Equipment Manufacturers, specifically Collins Aerospace (Rome, NY, CAGE Code 99551). Interested parties should submit responses addressing prior similar government and commercial work, company credentials (CAGE code and DUNS number), prime versus subcontractor role, OEM partnerships, applicable NAICS codes, small business status, and any concerns with the requirements. All responses shall be submitted to the Contracting Officer Michelle Manuel at michelle.manuel.3@us.af.mil or secondary contact Andrea Czeck at andrea.czeck@us.af.mil. This is a request for information only and does not constitute a solicitation; responses will not be used as binding proposals and no cost reimbursement will be provided to respondents.

Notice Type: Sources Sought Synopsis

1. NOTICE:

1.1 This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.2 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) is 541330, which has a corresponding Size standard of $47.0M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran- Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

1.3 Interested parties are required to have access to necessary data, or partnerships with respective Original Equipment Manufacturers (OEMs), Collins Aerospace for access to data.

2. PROGRAM DETAILS:

2.1 The Government is preparing to issue an engineering services contract for Secondary Power

Systems and Power Take Off (PTO) Shafts. The Component Improvement Program (CIP) is a comprehensive engineering initiative focused on enhancing the safety, reliability, and maintainability of Power Take Off Shafts which are part of Secondary Power Systems (SPS), which are essential to the operation of military aircraft. The Government is seeking to do an eighteen month contract to meet the needs of the CIP program. Ultimately, CIP is critical to maintaining the operational readiness of the Air Force’s PTOs. It will include the following weapon systems: F-15, F-16, B-1B, B-2, and other potential platforms including other defense agencies.

2.2 The existing PTOs have many different requirements based upon the associated weapon system. There is a certain amount of proprietary data involved with mating parts that may have to be obtained by the contractor depending upon the support required. The work required for this contract should be by a qualified source which has experience in manufacturing, testing, and designing PTOs. The design of this hardware is very complex and the highest engineering standards will be sought. Further details of the performance requirements will be addressed in a Statement of Objectives.

2.3 The program would encompass a broad range of services, including continued sustainment efforts, technical data, engineering analysis, design activities, prototyping, hardware testing, and the development and implementation of system improvements. Specifically, CIP as a whole targets critical components such as Auxiliary Power Units (APUs), Jet Fuel Starters (JFS), Accessory Drive Gearboxes (ADG), Aircraft Mounted Accessory Drive (AMAD) gearboxes, and Power Take-Off (PTO) shafts. These systems are crucial for aircraft power generation, both for starting engines and for ongoing power needs during flight. The program is managed by the government, with contractors providing expert operational, technical, and engineering support to accomplish approved tasks aimed at system enhancement. The primary goal is to improve the overall safety and maintainability of SPS and GTE systems.

To achieve this, contractors are tasked with researching, designing, and developing fixes for identified service-revealed deficiencies (SRDs) – a process triggered by operational failures.

These deficiencies often require quick turnarounds due to their high priority, as they may impact mission success. Access to OEM data is required for successful solution and implementation.
