About this file

This Sources Sought Synopsis (SSS) is for the overhaul of F108-201 Main Engine Control units, issued by the Air Force Sustainment Center. The requirement involves repairing 10 units per year with NSN 2915-01-454-3407PN and Part Number 8063-2016 (9278M96P12), located at Tinker AFB, Oklahoma. The government seeks potential sources capable of providing complete repair services, including labor, materials, supply chain management, logistics, parts forecasting, and asset delivery.

The synopsis targets businesses of all sizes, including Small Businesses, Small Disadvantaged Businesses, 8(a) businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, and Women-Owned Small Businesses. Interested vendors must complete a Source Approval Request (SAR) package and submit business information by 7/15/25. The NAICS Code is 336412 with a size standard of 1,500 employees. Technical data will not be provided by the government, so potential sources must independently acquire necessary technical documentation. Submission of responses should be electronic through DoD SAFE, with inquiries directed to specific Air Force contact emails.

JJUSTIFICATION FOR REPAIR QUALIFICATION REQUIREMENTS

FAR 9.202(a) Policy as amended by DFARS 209.270-4(a)(2) Procedures

1. DESCRIPTION OF SUPPLIES OR SERVICES:

1.1. This justification applies to pre-award qualification for repair of engine components with and without Source Demonstration and specifically approved by the Engineering Support Activity (ESA) by standard Repair Qualification Requirements (RQR-PSD-1).

1.2. Description of Repairs: The repairs required for the parts covered by this justification include processes that may produce alterations in the material structure of a part which cannot normally be evaluated without destructive testing, and which can compromise the mechanical properties and the reliability of the parts. Examples of processes that are considered to be significant and required for repair of these parts are listed in Appendix B of the RQR-PSD-1.

1.3. Component Function: The components covered by this justification are part of one or more configurations of a jet engine and contribute to the proper and safe operation of the engine(s) in which they are installed.

2. JUSTIFICATION FOR QUALIFICATION REQUIREMENTS

2.1. Criticality: This component(s) covered by this justification have been classified as Critical Safety

Items (CSI) or Critical Application Items (CAI).

2.1.1. A CSI is a part, an assembly, installation equipment, launch equipment, recovery equipment or support equipment for an aircraft or aviation weapon system if the part, assembly, or equipment contains a characteristic any failure, malfunction, or absence of which could cause a catastrophic or critical failure resulting in the loss of or serious damage to the aircraft or weapon system. An unacceptable risk of personal injury or loss of life, or an uncommanded engine shutdown that jeopardizes safety.

2.1.2. A CAI is an item that is essential to weapon system performance or operation, or the preservation of life or safety of operating personnel, as determined by the military services. The subset of CAIs whose failure could have catastrophic or critical safety consequences is called CSIs.

2.2. Complexity: The components covered by this justification include one or more repair process that may produce alterations in the material structure of a part which cannot normally be evaluated without destructive testing, and which can compromise the mechanical properties and the reliability of the parts. These processes require specialized equipment and unique capabilities. The repair process complexities are described as follows:

2.2.1. Many of the alterations produced cannot be detected by nondestructive testing and establishment/verification of fatigue properties requires specialized testing which cannot be accomplished as a matter of routine such as in production acceptance testing.

Consequently, part reliability is dependent upon establishing and maintaining effective process control.

2.2.2. Effective process control is achieved by maintaining strict adherence to process parameter values and shop practices which optimize material structure and mechanical properties. Effectiveness is a function of quality of equipment and tooling; shop practices with respect to maintaining coolant, equipment, and tooling; manufacturing techniques; knowledge of process-material interrelationships; and the quality assurance surveillance imposed. OC-ALC lacks the resources to assess these aspects in a pre-award survey and the transient nature of these aspects makes it virtually impossible to assess with production sampling alone. Such testing is typically unsystematic due to time constraints. Also, each process-material combination is unique and can have variable effects on the structure and properties of material; even those within the same family, i.e., Cobalt Alloys. Available guidelines are general and serve only as starting points for parts which require more in-depth evaluations for part-specific guidelines.

2.2.3. The interrelationships between process parameters, material structure, and mechanical properties are very complex. The complexity is compounded by the fact that characteristics vital to component performance and reliability cannot be completely defined in a manner suitable for inspection purposes. Systematic mechanical and metallurgical test programs, augmented by extensive process-material database compiled from such programs is required to verify the establishment of effective process control. Most manufacturers do not have access to such programs and do not realize the extent to which material structures can be altered and how seriously they can degrade the mechanical properties, life, and reliability of a component.

2.3. Rationale as to why Qualification Requirements must be demonstrated before contract award:

2.3.1. Any unapproved source has a high probability of failure in establishing and maintaining effective process control. Any parts produced within an uncontrolled process represent technical risk. These parts may contain deficiencies that cannot be detected by nondestructive inspections and can be detrimental to weapon system safety and reliability. This could result in a significant reduction in component durability, a significant maintenance burden and/or degradation of engine performance. Ultimately, this could adversely affect the combat effectiveness of the aircraft using the component. This in turn would jeopardize USAF ability to fulfill their key role ln national defense and national security. Therefore, the technical risks must be minimized.

2.3.2. A new producer may underestimate the level of difficulty and the learning curve associated with repair of the subject item. A contract award to an unqualified source would increase the technical risks and probability of failure. In many instances, the acquisition lead time for these components is over 12 months and it would be difficult to recover logistically. Failure to deliver serviceable items in a timely manner could result in high-cost emergency procurement or a work stoppage in the production overhaul line and ultimately compromise the USAF combat readiness posture.

2.3.3. Failure to minimize technical risks could also result in a dramatic increase in the life cycle cost due to a loss of aircraft, increase in unscheduled engine removals, increased depot and field level maintenance, and increased spares requirements. Therefore, the financial risks must be minimized by minimizing the technical risks.

2.3.4. Therefore, repair of this item must be limited to sources which have demonstrated before contract award to the satisfaction of AFLCMC Engineering:

2.3.4.1. Knowledge of the interrelationship between parameters of requisite repair processes, material structure and mechanical properties of the specific alloy in question, and proposed process is in accordance with the qualification requirements.

2.3.4.2. The ability to consistently produce the characteristics mandatory to satisfy the service requirement of the jet engine on which the component is used.
