About this file

This is a Justification and Approval for Use of Other Than Full and Open Competition (NAVSUPFLCY 4280/5) issued by the Department of the Navy, NAVSUP Fleet Logistics Center Yokosuka Site Singapore.

The acquisition SSP-SING-038-26 seeks repair services for the USS Tulsa (LCS-16) currently docked at Changi Naval Base. The contract restricts competition to Local Master Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR) holders under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.103-1 (Limited Number of Responsible Sources). The period of performance is from award through August 30, 2026, and the contract type is Firm-Fixed Price with an estimated total value of $283,521.60. Specific work items include NR2 GT Shaft Seal replacement ($27,608.00), Number 2 Fire Pump and Motor Assembly replacement ($44,665.00), 7M RIB Boat Lifting Sling Assembly Weight Test ($5,388.60), Flight Deck Safety Nets Weight Test ($15,272.00), Joiner Bulkhead repair ($32,058.00), and Temporary Services ($158,530.00). The justification cites emergent repair requirements critical to vessel performance, mission readiness, and crew safety, as well as the prior unsuccessful Fair Opportunity Notice under SECWEST PT III MAC that yielded no bids due to limited personnel resources. The market research identified five MSRA/ABR holders capable of performing the services in Singapore, all of which will be contacted for solicitation. The contracting point of contact is Ms. Cony Ng at +65 6750 2829 or cony.w.ng.ln@us.navy.mil. FY26 Operations and Maintenance Navy funding supports this requirement.
