About this file

This document contains a justification and approval for using other than full and open competition and an award notice for a related federal contract. The justification and approval document covers a sole-source award of a cost-plus-fixed-fee level-of-effort contract valued at $26.1 million to JRC Integrated Systems for launcher systems engineering, Columbia Dreadnought Launcher Program support, flight test instrumentation planning and support, and program management office support. The work will be performed over five years and includes launcher engineering support for the Trident II D5 launcher subsystem and strategic weapons systems integration. The rationale for the sole-source award cites JRC's detailed knowledge and experience with Trident II D5 systems, flight test instrumentation, frequency spectrum management, and program management functions that would require at least 24 months and $4 million to develop in an alternative source.

The related award notice announces a $4.065 million cost-plus-fixed-fee level-of-effort contract to JRC Integrated Systems for engineering and analysis support services including strategic weapons systems support, Columbia Dreadnought Launcher Program support, flight test instrumentation planning and support, spectrum allocation support, and Trident II D5 life extension and flight test operations support. The contract contains options that would bring the total value to $40.622 million over five years. Work will be performed in Washington D.C. and Denver. The contract was not competitively awarded based on the attached justification and approval.

5. Rationale Justifying Use of Cited Statutory Authority. The scope of this contract will coyer support for the Launcher Systems Engineering, COLP, PMO, and FTI Planning and Support. A contractor that has the following abilities, knowledge and experience must be retained:

a. Detailed knowledge of and operational experience with the LASS, NMIS, and land based systems that consists of following instrumentation systems, required to support FBM flight missions: telemetry, RADAR (C-Band, X-Band), acoustic, communications systems, Radio Frequency systems, command destruct systems, Acoustic Reference Network, and the FBM re entry body scoring Portable Impact Location Systems on the same platform onboard a Navy ship to be operated in the Broad Ocean Area and supporting shore sites.

b. Detailed knowledge of engineering principles related to the unique/special test requirements and scenarios for strategic missile and hypersonic flight test bodies as it relates to SSP' s Special Engineering Test process, frequency assignment renewals, and worldwide frequency support that are normally performed by multiple offices/organizations within specific regions. SSP requires one contractor to execute all functions.

c. Technical and management personnel with extensive experience with and an in-depth knowledge of:

(1) Test and operation to flight test instrumentation systems, shipboard and land-based data acquisition systems, and related support equipment.

(2) Intended changes to flight safety systems and test range architecture.

h. Experience providing suppoti for program management functions including schedule management, risk management, logistics management of government furnished equipment requests, and cybersecurity.

i. JRC is the only known responsible source having the above abilities, knowledge, and experience in the combination and qualities required to provide the necessary interrelated technical support, systems engineering, integration, and associated program management work.

These attributes have been developed over the years as described below:

(1) JRC has critical skills in the area of Frequency Spectrum Management for the TRIDENT II (D5) missile system. JRC has hands on experience in both Navy and Air Force frequency management processes and successfully manages over 400 frequencies for SSP Flight Test Instrumentation. JRC personnel have the ability to identify changing spectrum requirements and the impact to flight testing and future requirements, including spectrum sharing and the processes to gain required spectrum in non-allocated bands. JRC's knowledge of and experience with the latest government requirements for Frequency Allocation and Spectrum Management in accordance with the NTIA Manual, including the Host Nation Coordination process, special temporary authorization process, equipment spectrum ce1iification, and permanent and temporary frequency assignments for both transmitting and receive-only systems is unique and not readily available. JRC has supported SSP as an independent and trusted advisor systems integrator, evaluator, and program manager without bias to subsystems supplied to SSP' s Flight Test Program for the past eight years.

(2) For Advance Launcher Development Program and CLDP, JRC personnel were integral in planning the development, construction and operations of a Launch Test Facility, these key personnel have knowledge of the system that will be vital in maintaining the capability as the program moves to its next phase. For Deployed Systems Support, they serve as a critical member of the teams in developing and installing Strategic Systems Programs Alterations (SPAL Ts), providing valuable experience with fleet operations and fleet scheduling. JRC provides system expertise based on the top tier experienced TRIDENT II Strategic Weapons Systems Missile Technicians and Weapons Officers on their team, which allows them to successfully coordinate with ship crews, the submarine squadrons, shore facilities, designers, and government programs office personnel to accomplish stdngent and time critical mission requirements. JRC also supports cybersecurity initiatives by providing a subject matter expert that is certified in CompTIA Security Plus, and has detailed knowledge of the DoD and SSP Risk Management Framework processes for cybersecurity. Due to their in-depth knowledge and understanding of the TRIDENT II Strategic Weapons Systems, which extends beyond just knowing what to do but more importantly why it is done the way it is, JRC also provides expertise in reviewing technical publications such as standard operating procedures, standard maintenance procedures, and SP ALT documents.

j. The development of a capable source other than JRC would require a development period of not less than 24 months at a cost of not less than $4,000,000. These estimates are based on approximately six full time equivalent personnel working alongside current JRC staff supporting

J&A No~ 20,034 Code SPNI0I

SSPfor two years to learn the FBM-unique processes (Flight Test Instrumentation, SPAL Ts, PMO and Fleet Operations, CDLP Production Plans) require for program support.

k. The time and cost needed to qualify an alternative source would have an unacceptable impact. An approach involving th~ qualification of an alternative source would not meet the schedule required to support the current and follow-on programs. Moreover, the program delays and cqsts associated with developing an alternative source would degrade the capability, readiness, and reliability of the launcher subsystem and SSP's Flight Test Program. In sum, the cost, delay, and risk associated with obtaining competition through qualification of an alternative source far outweigh any price, quality, or schedule benefits that can be reasonably anticipated from a competition.

I. Accordingly, for the above reasons, JRC is the only responsible source capable of fulfilling the government's minimum needs within the required time limits, without undue risk of delay, and without undue technical risk to the Launcher Systems Engineering, CDLP, PMO, and FTI Planning and Support.

6. Description of Efforts Made to Solicit Offers from as Many Offerers as Practicable

a. A Sources Sought Notice (SSN) was posted on beta.sam.gov on March 13, 2020 and closed on March 30, 2020. The SSN was not limited to small business but was open to all interested sources. One vendor (Deltek) expressed intere_st and responded to the posted SSN.

The vendor asked if there is an incumbent contract or contractor associated with the requirement.

A response was not provided to this inquiry as the SSN clearly explained that the government was asking for capability statements which Deltek did not provide. SP22 personnel are familiar with Deltek and their capabilities, based on their familiarity a determination was made that the vendor is not capable of performing the efforts listed in the SSN.

b. The pre-solicitation synopsis·required by FAR Subpart 5.2 was published on the Beta.SAM.gov website on May 8, 2020 and no responses were received.

c. Based on their technical knowledge of the efforts, SP22 and SP27 technical personnel have analyzed the marketplace and have determined that JRC is the only source that has the capabilities and knowledge of both TRIDENT II D5 Submarine Launched Ballistic Missile Strategic Weapons Systems and SSP's Flight Test Program required to perform the efforts included in this J&A.

7. Determination of Fair and Reasonable Cost. The Contracting Officer shall determine that the estimated cost to the government of the services covered by this J&A will be fair and reasonable, which shall be accomplished through the development of a sound negotiation objectiv'e by ensuring that the contractor's proposal is compliant with applicable cost/pricing regulations, industry best practices, and company disclosure statements. In addition, an in-depth cost analysis shall be performed utilizh1g historical trend analysis for labor hour verification, using statistical sampling for rate validation and applying F AR/DFAR principles for elimination of unallowable cost elements.

Code SPNIOI

8 .. Actions to Remove Barriers to Future Competition. For the reasons set forth in paragraph 5, SSP has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, SSP will assess whether competition for future requirements is feasible.
