(1) Contracting Activity:
United States Air Force
AFLCMC/HIBK
4225 Logistics Ave., Room S200 Wright-Patterson AFB, OH 45433 Contracting Officer:
PR:
(2) Nature and/or description of the action being approved:
This effort will be a modification to the existing NETCENTS-2 Sustainment Support Program III (SSP III) task order, . SSP III provides sustainment support and maintenance for the Legacy Contract System and supports the common activities associated with all software solutions and programs managed by Business Enterprise Systems (BES). Legacy systems supports the following: Acquisition and Due-In System (ADIS), Contract Information Data System (CIDS), Contract Writing System (ConWrite), Contract Profit Reporting System (CPRS), Contracting Business Intelligence Service (CBIS), Contracting System Support (CSS). This particular modification will focus on including ConData within the ConWrite portion of this task order. Currently the scope of this task order is FFP and the modification for ConData will remain FFP.
(3) Description of the supplies/services required to meet the agency's needs:
The scope of this effort is to modify the ConWrite portion of this task order to implement the same level of support as identified in the performance work statement (PWS) to include Contract Database (ConData). Specifically, the additional scope will require the contractor to transmit all contract award data to a central location (ConData), which then transmits it via the Contracting Business Intelligence Service (CBIS) to the Air Force Electronic Data Warehouse (EDW). This additional scope for ConData will also require technical support for the maintenance and modification of any system analysis, design, programming, testing and deployment. Transmittal of the data along with technical support equates to an accomplish the work.
(4) Identification of the exception to fair opportunity and the supporting rationale:
In accordance with FAR 16.505(b)(2)(i)(A), this effort is so urgent that providing a fair opportunity would result in unacceptable delays providing technical support necessary to incorporate ConWrite's corporate database, ConData, within its certification and accreditation (C&A) package for its next scheduled release (7.0). . is the current contractor for the subject task order. ConWrite IT systems and ConData are one integrated system (such as ConAdmin and ConMove) that feeds pieces of data to each other impacting the systems outcome. Competing only one of these smaller components of this ConWrite IT system while the others are managed by increases the risk or data input/output errors. ConData is an essential component of ConWrite and it is imperative that the database and the developer work closely together to ensure accuracy of the systems data. The C&A package for this release needs to be submitted to in order for it to be approved before ConWrite's current . If the ConWrite expires, the feed of contracting information from 18 procurement organizations and 2100 users in Major Weapon Systems and RDT&E communities across the Air Force will be impacted, stopping 30K plus actions from being awarded and from being obligated per year.
(5) Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable:
The current task order has negotiated rates in place for ConWrite support. These negotiated rates include labor, fringe, G&A and profit.
. At a minimum, the Government will evaluate the proposed quantity and mix of labor hours and proposed rates for this effort and make a determination of a fair and reasonable price. Any other data that may be pertinent to to an assessment of the offeror's ability to accomplish the technical requirements or the cost or price analysis of the service being proposed will also be included in the analysis. The dollar value of this requirement is over the Truth in Negotiations Act (TINA) threshold and will require certified cost or pricing data IAW FAR 15.403-4 as well as a certificate of current cost or pricing data. Therefore, the contracting officer hereby determines that the anticipated cost to the Government will be fair and reasonable.
(6) Other facts supporting the justification:
None.
(7) Actions the agency may take to remove or overcome any barriers to increasing fair opportunity before any subsequent acquisition for the supplies or services:
This task order was originally awarded under NECENTS-2 FAR 16.5 IDIQ as a competitive award. Future follow-on task orders will continue to be awarded under the NECENTS-2 competitive vehicle in order to generate fair opportunity
(8) Contracting Officer's certification that the justification is accurate and complete:
The Contracting Officer's signature on the signature page provides evidence that he/she certifies that the justification is accurate and complete to the best of his/her knowledge and belief.
(9) Certification of technical/requirements personnel that supporting data is accurate and complete:
As evidenced by his/her signature on the signature page, the Program Manager certifies that any supporting data contained herein, which is his/her responsibility, is both accurate and complete.
(10) Determination by the approving official that one of the circumstances in FAR 16.505(b)(2)(i) applies to the order
