MARKET RESEARCH PURPOSES ONLY
NOT A REQUEST FOR PROPOSAL OR SOLICITATION
The U.S. Food and Drug Administration (FDA) is conducting market research for Single Award Blanket Purchase Agreement (BPA) for Chief Technology Officer (CTO) Engineering and Application Support Services.
The FDA is seeking Small Business (SB) sources to determine the availability and capability of small business manufacturers or small businesses capable to perform IT project management, operations and maintenance, development, modernization, and enhancement, and transition support for the current FDA website support services. The following information is provided to assist the FDA in conducting Market Research to identify potential small and large business contractors for this effort.
The associated North American Industry Classification System (NAICS) Code is NAICS code 541511; Computer Systems Design and Related Services, with a small business size standard of - $34 million.
The government anticipates establishing an ordering vehicle to acquire IT System Lifecycle Development and Management Support Services to potentially develop, maintain and enhance existing and future web infrastructure of FDA systems in the task areas as detailed in the attached draft statement of work (SOW).
General Instructions
Responses to the Sources Sought Notice (SSNT) should not exceed 12 pages in length. A complete response to the SSNT should include answers to all the questions below. Please note that a respondent's failure to provide a complete response to a question will be interpreted to mean that it does not understand the question and does not demonstrate the capability to provide services required. Responses should demonstrate capability not merely affirm the respondent's capability (i.e., the response must go beyond the statement that, "XYZ company can provide Engineering and Application Support Services").
Questions regarding this notice may not be accepted, considered, nor answered. Questions regarding the draft SOW (Question #5) will not be directly answered; however, will be considered in the event a solicitation is issued. Respondents will not receive individualized feedback on any suggestions nor any feedback on this SSN. No basis for claims against the United States government shall arise as a result of a response to this request for information or from the United States government's use of such information. Proprietary, classified, confidential, or sensitive information should not be included in your response. The Federal Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
The contractor shall furnish sufficient technical information necessary for the Government to conclusively determine that the offered services meet the questions listed above and in the statement of work (SOW). Though the target audience is small business manufacturers or small businesses capable of the services. At a minimum, the potential sources shall answer all the following question listed below:
Questions:
1. Provide a brief corporate profile of your company to include the following:
a. Organization's official name and dba name, if applicable;
b. Length of time the Organization has been in business;
c. Types of services provided by your Organization;
d. Types of clients by industry (i.e. Federal, Commercial, Local Government, etc);
e. Is the Organization, U.S. based or International;
f. Is the Organization a subsidiary of another Organization;
g. Unique Entity Identifier (UEI), DUNS number and CAGE number;
h. Organizations website address;
i. Main point of contact name, phone number, and email address;
j. SBA size designation information and small business concern type.
k. Number of employees in the organization;
l. Organization's most recent annual receipts amount as defined by the SBA.

2. What is your Company experience relevant to the requirements described in the Attachment #1_Statement of Work (SOW). Provide a narrative (Limit 3 pages) describing two (2) Federal IDIQ/BPA awarded contracts that were awarded in the last five (5) years that are most like/similar the work as described in Attachment #1- Statement of Work (SOW) to include the following:
a. Contract Number
b. Govt Agency
c. Govt POC for the Contract Number
d. Period of Performance
e. Number of Task Orders, Contract Type (FFP, T&M or Labor Hour) and their individual award dollar value awarded under the Federal IDIQ/BPA
f. Scope similarities to include Project Management; Transition; Architecture Support; Systems Integration and Engineering; Data Migration and Management Support; Development, Modernization and Enhancements (DME); Operations and Maintenance (O&M) and Support Services; and Training Support.
g. Complexity similarities to include custom-built, COTS, cloud, and/or hybrid application implementations; architecting technical solutions and authoring technical white papers;
developing proofs of concept; and tech stack development experience (e.g., Java, .Net, AWS, MS Azure, Angular, Salesforce, Appian, Oracle, etc.)
h. If, Small Business, can your company meet the requirement specified in FAR 52.219-14 Limitations on Subcontracting
3. Please describe your experience utilizing the Agile methodology. Specifically, what methodologies did you use and how were they implemented? (Limit 1 page)
4. Do you have experience developing applications that processes structured and unstructured data? If so, please describe. (Limit 1 page)
5. Is the scope of the draft SOW clearly defined? Do you understand what FDA requires? If not, what information needs to be added, changed, and/or reworded in order to clarify the Government's requirements? Please provide the sections and page numbers. (Limit 2 pages)
6. Describe your experience in the development of mobile applications. What mobile device manager was utilized for managing the applications and the devices? What are some of the issues that must be understood before an application is released (new or updates) to production with the mobile and server components? Please specify what types of devices for which the mobile application was developed. (Limit 2 pages)
7. Describe your ability to staff and retain personnel across multiple orders simultaneously, with a variety of complex requirements and using a range of labor categories. (Limit 1 page)
8. List your GSA schedule contracts that are applicable to the SOW and include the current periods of performance as well as all future option periods. What, assuming all schedule option periods are exercised, is the final day of your company’s GSA Schedule 70? Provide the GSA Schedule recertification date, if applicable. (Limit 1 page)
Notice of Intent
Responses to this source sought announcement will assist the Government in determining whether or not any future requirement similar to this one should be set aside for small business or made available to full and open competition or procure through sole-source acquisition procedures.

The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work.
Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in sam.gov. However, responses to this notice will not be considered adequate responses to a solicitation.
Confidentiality
No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
