About this file

This is a Sources Sought notice issued by the National Institutes of Health (NIH), Office of Research Facilities (ORF), for market research purposes regarding a planned Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC). The anticipated cumulative ceiling for the MACC is approximately $3 billion, with the applicable NAICS code 236220 (Commercial and Industrial Building Construction) and current small business size standard of $45 million. NIH anticipates awarding multiple IDIQ contracts under a single solicitation using a task order ordering mechanism, with each IDIQ having a six-year ordering period.

The MACC will support future construction requirements across eight NIH facilities, including the Main Campus in Bethesda, Maryland; Animal Center in Poolesville, Maryland; Fort Detrick in Frederick, Maryland; Research Triangle Park in North Carolina; Rocky Mountain Laboratories in Hamilton, Montana; facilities in Phoenix, Arizona; and Bayview Campus in Baltimore, Maryland. Work will encompass planning, construction, alteration, rehabilitation, demolition, decommissioning, and hazardous material removal for diverse project types including clinical and patient care facilities, biomedical and animal research laboratories (BSL-2, BSL-3, and BSL-4 environments), utility infrastructure, parking structures, and LEED-certified projects. The majority of work will occur in occupied facilities requiring contractors to demonstrate capabilities in dust and debris control, protection of adjacent areas, adherence to NIH Fire and Safety Regulations, and coordination of utility shutdowns. Interested firms must submit capability statements by 12:00 PM EST on Wednesday, March 11, 2026, electronically in PDF format to Brian Baek, Amanda Tilton, or Clarion Miller at NIH. The notice emphasizes particular interest in identifying qualified Woman-Owned Small Businesses and requests information regarding business size classification and socioeconomic status to determine appropriate acquisition strategy and set-aside eligibility.
