About this file
This is a Combined Solicitation and Notice of Intent to Sole Source for a one-year follow-on Blanket Purchase Agreement (BPA) contract.
CIGIE (Council of the Inspectors General on Integrity and Efficiency) intends to award solicitation SSN08192026 on a sole source basis to American University to provide customized training and development classes for the Office of Inspector General (OIG) community. The required courses for fiscal year 2027 include: (1) Emerging Leader Program—4 classes with up to 22 students per class; (2) New Leader Program—6 classes with up to 22 students per class; (3) Experienced Leader Program—2 classes with up to 22 students per class; (4) SES Level Program—1 class with up to 20 students per class; and (5) Senior Executive Program 360 Evaluation and Coaching Option for up to 20 students. Courses will be offered at firm-fixed prices on mutually agreed-upon dates. Individual OIG offices will place orders under this BPA and are financially responsible for payment using government purchase cards. This acquisition is not set aside for small business concerns.
CIGIE justified the sole source award under FAR 6.302-1, citing that full and open competition would require significant additional time and funding to select a vendor and customize offerings to meet IG-specific training needs. Market research confirmed via email on August 16, 2026, that American University is the only contractor offering these customized IG training courses. Interested parties may submit a written capability statement within 15 days of publication (due September 9, 2026, at 5:00 PM EST) demonstrating the ability to provide commercially customized training courses tailored exclusively to the IG community's training needs and requirements. If no qualified responses are received by this deadline, the BPA will be awarded to American University. Questions should be directed to Contracting Officer Christopher Halstead at Christopher.halstead@cigie.gov.
