4. Project Scope. CENWO intends to procure construction services to provide a remote containment basin at the refueler parking area, provide grounding and area lighting, create positive drainage for the parking area to the basin, repair and reseal pavement sections, and replace existing security fencing and gates at Joint Base McGuire-Dix-Lakehurst, NJ.

· Refueler Parking Containment:

Includes all work to provide secondary containment at the refueler parking lot with a remote containment basin. A reinforced concrete containment basin shall be constructed to collect any runoff or spilled fuel from the existing refueler parking area. Flow from the refueler parking area will be conveyed to the basin through the existing trench drain. Twenty-five percent or more of the total required containment volume must be directed to and stored at the remote containment basin. The total containment system capacity shall be sized to contain, at minimum, the volume of the largest refueler to be parked in that area. The largest refueler at the site is the R-11 with a capacity of 6,000 gallons. The remote containment basin shall be sized for not less than 1,500 gallons. The remote containment basin and all appurtenances will be designed in accordance with DoD Standard AW 78-24-27. The basin will drain through a lockable eccentric plug valve to an existing swale adjacent to the refueler parking area. The location of outfall into the swale will be lined with riprap to prevent erosion.

· Repair Refueler Parking Area:

Includes all work for the parking lot to include the repair of cracks in the refueler parking area pavement. Approximately 200 linear feet of cracks in the existing pavement shall be repaired. All cracks in containment curbing are to be sealed with a fuel resistant sealant.

· Site Fencing and Gates:

Includes all work to remove and replace existing security fencing around the refueler parking area with properly grounded FE-6 style fencing and provide an automatic slide gate and personnel gates. Automatic Slide Gate will replace the existing manual vehicle gate at the entrance to the refueling parking area. After the demolition of the existing fencing, proposed fencing will be constructed at the same points unless shown otherwise in the drawings. Proposed fencing will consist of a top rail and bottom tension wire, with three strands of barbed wire. The personnel gates will be manually controlled and placed at the same location as the existing gates. The automatic slide gate and personnel gates will be constructed in accordance with UFGS 32 31 13.53.

· Repair Refueler Asphalt Paved Roadway:

Includes all work to provide a minimum 2” mill of the existing asphalt roadway. Provide a minimum 3” thick asphalt surface overlay to extend pavement life. Maintain existing pavement edges and roadway drainage. Provide positive drainage for adjacent surface abutting roadway.

· Site Lighting:

Includes all work to provide area lighting for the refueler parking area. This lighting is expected to be provided by new light poles located both along the line of parked refueling vehicles and along the perimeter of the drive lanes. Lighting levels to be per ILLUMINATING ENGINEERING SOCIETY (IES) “The Lighting Library”. Power for these lights is expected to come from existing electrical panels located near the fill-stand / off-load area. Underground conduits within the containment area will be sealed to maintain the containment. Light Pole to use LED lights. Light Poles to be grounded to buried (4/0) counterpose around the refueler parking area. Rods to be 10’ copper or copper clad steel.

· Site Survey: Perform a site survey prior to design start. Acquire all necessary information required to perform all calculations, designs and construction of this project.

· Topographic and Geotechnical Survey: All survey work required to complete the design of this project is the responsibility of the Contractor.

· Project Magnitude: The construction cost is projected to range between $1,000,000 and $5,000,000.
