Draft Statement of Work Fluke Model 720A Upgrade

1.0 INTRODUCTION

The Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) program has a requirement for upgrade of up to 138 Fluke Model number (M/N) 720A Kelvin-Varley Dividers (KVD). A five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract is planned. The intent of this upgrade is to extend the Mean-Time-Between-Failure (MTBF) to a value of not less than 2,300 hours per unit.

2.0 BACKGROUND

The Fluke M/N 720A is a metrology standard that provides a highly accurate Digital to Analog Converter to an accuracy of 0.1 Parts per Million . The Fluke M/N 720A provides precise and repeatable ratios of voltage for the calibration test instruments that include but are not limited to pH meters, load cell indicators, digital voltmeters, portable mill-volt potentiometers and multi-function calibrators. Each of these calibration standards must be calibrated by an instrument that is four (4) times more accurate than the test instrument itself. This maintains a 4:1 Test Uncertainty Ratio. The Fluke M/N 720A is the only voltage divider that can meet the high requirements for accuracy and repeatability set by the NAVAIR METCAL engineering team. There are over 138 Fluke M/N 720A KVDs in the NAVAIR METCAL inventory. Most units of this model are either unrepairable or missing components.

3.0 SCOPE

The scope of this effort is to procure up to 254 Fluke M/N 720A KVD upgrades.

5.0 REQUIREMENTS

The contractor shall provide Fluke M/N 720 KVD upgrades in accordance (IAW) with the technical requirements of paragraph 5.1 and the logistics requirements of paragraph 5.2

5.1 Technical Requirements

5.1.1The Contractor shall provide for each Fluke M/N 720A KVD furnished by the US Navy under this contract an upgraded KVD with a M/N 720AN that shall distinguish it from non-upgraded units or units not offered under this agreement.

5.2 Logistics Requirements

5.2.1 Calibration Certification and/or Certificate of Conformance with Report of actual calibration data (CDRL A001). A calibration certification and/or Certificate of conformance with calibration data shall be provided in accordance with CDRL A001.

5.2.2 Instrument Calibration Procedure (ICP) (CDRL A002). The OEM ICP shall be provided for calibrating the M/N 720AN for both manual and automated procedures, in accordance with CDRL A002.

5.2.3 Repairable Parts List (CDRL A003). A Repairable Parts list shall be provided to the Government for each standard delivered, in accordance with CDRL A003.

5.2.4 Configuration Status Accounting Report (CSAR) (CDRL A004). A CSAR listing the Serial Numbers for the M/N 720A furnished by the US Navy, the M/N and serial number for the 720AN returned back to the US Navy shall be provided after the completion of each order. Each CSAR shall also list the Units provided by the US Navy that could not be upgraded, Date Received for all units and the Date shipped back to the US Government for all units as well as the document control number for the particular calibration certificate for each 720AN returned to the US Government in accordance with CDRL A004.

5.2.5 Data Sheet (CDRL E001). Key parameters for the unit shall be provided by the contractor in accordance with CDRL E001.

5.2.6 Operator/Service Manual(s) (CDRL T001). Technical manuals describing how to operate the M/N 720AN shall have information on operator safety, operating procedures for the system and preventative maintenance. Service manuals shall contain information on safety for servicers of the M/N 720AN and instructions on repairing and maintaining components the original equipment manufacturer (OEM) designates as user serviceable. Technical manual(s) for the operation and/or service of the M/N 720AN shall be provided in accordance with CDRL T001.

5.2.7 Any M/N 720A units shipped to the contractor that are not able to be upgraded shall be returned to the US Navy facility specified as the destination on the order. The destination will be one of the two possible addresses from table 5-1 Possible CONUS Destinations. Any M/N 720A units that are returned un-upgraded shall be noted on the CSAR CDRL A004 as “Incapable of Upgrade”. Shipping costs shall be invoiced to the US Navy through the Wide Area Work Flow System. Shipping charges for each unit shall not exceed $100.
