About this file
This Sources Sought Notice is for a service agreement to acquire a self-administration system for research on substance use disorders at the National Institutes of Health's National Institute on Drug Abuse. The government seeks one (1) self-administration system with specific technical requirements, including the ability to support operant conditioning paradigms for drug self-administration and social interaction tasks in a single behavioral chamber. Key specifications include animal-safe durable materials, integration of levers, cue lights, social access doors, intravenous drug infusion capabilities, and a shock grid module.
The solicitation (No. 75N95025Q00217) targets small businesses, including 8(a), veteran-owned, service-disabled veteran-owned, HUBZone, small disadvantaged, and women-owned small businesses. Interested companies must submit a 10-page capability statement by 3:00 PM Eastern Time on July 17, 2025, to Scott Duernberger at scott.duernberger@nih.gov. The response must address physical, functional, and compatibility requirements, include company details, employee count, personnel qualifications, and any relevant government contract vehicles. This is a market research effort to determine potential sources and is not a commitment to issue a solicitation or award a contract.

SOURCES SOUGHT NOTICE
1. Solicitation Number: 75N95025Q00217
2. Title: Service agreement for four (4x) Access Systems and twelve (12x)
Echo Acoustic Liquid Handlers, and one (1x) Biomek i7 Hybrid System
3. Classification Code: 6640 – Instruments and Laboratory Equipment
4. NAICS Code: 334516 – Analytical Laboratory Instrument Manufacturing
5. Description:
This is NOT a solicitation for proposals, proposal of abstracts or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses (e.g., 8(a), Veteran-owned small businesses, service-disabled Veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women-owned small businesses); and (3) their size classification relative to the North American Industry
Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.
This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for market research and information purposes only. Furthermore, it should be noted that any future solicitations that may be issued as a result of this notice, or in response to this requirement, may be issued using a different solicitation number from the one identified above.
Background: The Neuroimaging Research Branch (NRB) previously identified that change in brain regions using the non-invasive imaging technique called functional magnetic resonance imaging (fMRI) associated with addiction vulnerability. This vulnerability can be measured by drug-taking behavior despite foot shock in rats. Early social experiences, including peer interactions, are critical for brain development and behavioral regulation. Disruptions in these experiences have been linked to increased risk of substance use disorders. However, it is unclear how social experiences affect vulnerability to substance used disorders.
To shed light on this issue, the proposed self-administration system will allow researchers to evaluate social interaction behavior, drug self-administration and compulsive drug-taking behaviors. These behavioral assessments are essential for understanding how social experiences modulate brain-behavior relationships involved in substance used disorders. This finding is expected to inform future prevention strategies and supports the development of more effective therapeutic interventions for substance use disorders.
Purpose and Objectives: The purpose of this acquisition is to purchase an additional self-administration system, which is used to train rats to self-administrator compounds such as methamphetamine or heroin, and test the social interaction behavior.
Project requirements: The Contractor shall provide one (1) self-administration system with the following specifications:
• The required self-administration system must meet the following essential physical, functional and compatibility requirement to support the Government’s research objective in modeling substance used disorder in rodents:
Physical requirements: 1). The required system must support operant conditioning paradigms for both drug self-administration and social interaction tasks with a single behavioral chamber. 2). All chambers and components mush be constructed from animal-safe durable materials suitable for repeated cleaning and sterilization. 3). The chamber design must integrate the lever, cue lights, social access doors and intravenous drug infusion, as required for social and drug self-administration paradigms. 4) The system should include a shock grid and shocker module to deliver electric foot shock to simulate aversive consequences in behavioral tasks.
Functional requirements: 1) The system should support precise and programmable control over both drug delivery and social interaction tasks (e.g., access control to conspecific chambers) within operant conditioning chamber. 2) The system should control programmable foot shock in the range of 0.05-0.8 mA as a negative consequence to model compulsive drug tasking behavior.
Performance and compatibility requirements: 1) The system should be fully compatible with existing Med-PC IV software to enable programming to control all experimental modules. 2) The system should be fully compatible the existing behavioral equipment currently in use including 16 sets of Med associates self-administration chambers and control hardware to ensure the data continuity and consistency across studies.
Warranty: one-year warranty
