About this file

This is a Sources Sought Notice from the FDA's Office of Acquisitions and Grants Services seeking to determine if small businesses can provide two Thermo Scientific Exploris 120 Orbitrap Mass Spectrometers and an Ultra-High Performance Liquid Chromatograph (UHPLC) system. The equipment will support the Center for Drug Evaluation and Research's testing and research on nitrosamine impurities in drug products and substances.

The technical requirements include binary high pressure mixing pumps with 0.1-5000 uL/min flow rate range, temperature-controlled autosampler and column oven, mass range of 40-300 m/z, and mass analyzer resolution up to 120,000 at 200 m/z. The contract includes a one-year warranty and one-year post-warranty maintenance option period (10/18/2026-10/17/2027). Interested small businesses under NAICS code 334516 (size standard 1000 employees) must respond by January 28, 2025 at 10:00 AM ET to Erika.crawford@fda.hhs.gov. Delivery is required within 90 days after award. The equipment will be installed at the FDA facility in Saint Louis, MO. The government may set this aside for small business if two or more capable sources are identified.

THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR

WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION

ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED

FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR

ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO

THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. NO

TELEPHONE CALLS WILL BE ACCEPTED REQUESTING AN RFQ PACKAGE OR

SOLICITATION. THERE IS NO RFQ PACKAGE OR SOLICITATION. IN ORDER TO

PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT,

IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION

REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND

NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE.

The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) has issued this sources sought announcement on behalf of the Center for Drug Evaluation and Research (CDER)/Office of Pharmaceutical Quality (OPQ) in order to determine if there are existing small business sources capable of two (2) Thermos Scientific Exploris 120 Orbitrap Mass Spectrometers (MS) and an Ultra-High Performance Liquid Chromatograph (UHPLC) system.

If your firm is considered a small business source under North American Industry Classification System (NAICS) Code 334516 – Analytical Laboratory Instrument Manufacturing; with a Small Business Size Standard of 1000 employees and believe that your firm would be able to provide the FDA with the supplies/services described below, please submit an email to Erika.crawford@fda.hhs.gov. The vendor should include information about the company and demonstrate that it can meet all of the minimum performance requirements.

Background: The FDA Office of Pharmaceutical Quality Research (OPQR) has a need for two (2) “Brand Name” Thermo Scientific Exploris 120 Orbitrap Mass Spectrometers (Serial No.:

BRE725531) and an UHPLC (Serial No: VF:S01-A-02)system with one (1-year Post-Warranty Maintenance Option period). The Mass Spectrometers and UHPLC System are needed to support testing and research on nitrosamine impurities in drug products and substances. The Exploris 120 Orbitrap MS system can analyze compounds with a wide variety of sizes from 40 – 3000 m/z. The excellent sensitivity and resolution of this mass spectrometer will be used to identify nitrosamine drug substance related impurities (NDSRIs) by matching accurate mass measurements with calculated monoisotopic masses, and to develop fit-for-purpose methods to accurately detect and quantitate NDSRIs. Reference standards for these NDSRIs are not readily available and take on average 8 to 10 weeks to custom synthesize. Therefore, surveillance testing of drug products suspected to contain NDSRIs would take a lot of time to perform and complete. However, using an instrument like the Exploris 120 would make it faster to determine the presence or absence of these NDSRIs in suspected drug products. Thus, ordering of the required reference standards could be prioritized for subsequent verification and accurate quantitation.
