REQUEST FOR INFORMATION – SOURCES SOUGHT
POPE FACILITY UPGRADES AT POPE AAF, NC
25 August 2022
The General Services Administration (GSA) is seeking information from industry and potential sources to support the United States Special Operations Command (USSOCOM) Pope Facility Upgrade at Pope Army Airfield (AAF), North Carolina (NC).

OF THIS REQUEST FOR INFORMATION(RFI)/ SOURCES SOUGHT NOTICE (SSN) OR TO
OTHERWISE PAY FOR THE INFORMATION SUBMITTED.
REQUIREMENT INFORMATION:
1. DESCRIPTION:
This is a REQUEST FOR INFORMATION(RFI)/ SOURCES SOUGHT NOTICE (SSN) to determine the availability and technical capability of contractors on various vehicles to provide the required turnkey solution.
The Government reserves the right to reject, in whole or in part, any responder input resulting from this RFI/SSN. Any information provided in response to this RFI/SSN may be used to assess tradeoffs and alternatives available for future needs. The information provided may be utilized by USSOCOM in developing its acquisition strategy and in its Statement of Objective, Statement of Work, and/or Performance Specifications. The information resulting from this RFI/SSN may be included or combined with other submissions in one or more options considered in the analysis of alternatives. This is not a construction requirement; The Government is identifying potential sources to deliver a fully functioning, pre-built, turnkey modular facility. It is anticipated that the resultant procurement, if any, will be competed utilizing FAR Part 12/13/15 procedures and not FAR Part 14/36.
On behalf of USSOCOM, GSA is seeking information from potential sources for providing a turnkey modular facility & installation at Pope AAF, NC.
2. SCOPE:
USSOCOM is conducting market research to determine industry capabilities for obtaining modular office buildings and latrines to be installed at Pope AAF, NC. This is a Request for Information/ Sources Sought Notice (RFI/SSN) only and not a solicitation for award. The primary purpose of this announcement is to identify potential sources, product offerings, availability and/or challenges to procuring and obtaining modular offices and latrines. The Offeror shall provide all coordination, design, plant, labor, transportation, equipment, tools, and materials to furnish and install a turnkey temperature-controlled modular office workspace with latrines. The Offeror will provide a solution that includes flooring system; trim; acoustical ceiling system, electrical; lighting; heating, ventilating, and air conditioning equipment (HVAC); fire alarm and suppression system; and intrusion detection systems (IDS).
3. REQUIRED SPECIFICATIONS AND CAPABILITIES:
In response to this RFI/SSN, potential sources shall provide detailed information on their ability to deliver/perform all of the installation and required components of the following:
3.1 REQUIREMENT SPECIFICATIONS:
3.1.1 Modular Offices
a. Minimum 4800 square feet (SF) of classified workspace split into two minimum 2400 SF spaces, constructed from rigid wall modular panels
b. Sensitive Compartmented Information Facilities (SCIF) – must meet all directives and instructions pertaining to SCIF construction and security, to include:
1) Intelligence Community Standard 705-1, Physical and Technical Security Standards for SCIFs
2) Technical Specifications for Construction and Management of Sensitive Compartmented
Information Facilities
c. Secure room construction standards – must meet all directives and instructions pertaining to secure room construction standards, to include:
3) Physical Security Standards (Appendix to Enclosure 3) in DoDM 5200.01 V3, DoD Information
Security Program: Protection of Classified Information
4) MIL-HDBK-1013/1A Design Guidelines For Physical Security Of Facilities
d. Suitable foundation
e. Covered entry walkways
f. Electrical System designed and sized to meet use-case requirements with surface and floor mounted power receptacles based on office, workstation, equipment spacing
g. Standalone mechanical (HVAC) System up to 15 Tons to meet use-case requirements
h. Quantity one (1) personnel ingress/egress Vestibule per side/shelter
i. Quantity one (1) personnel Emergency Exit door per side/shelter
j. Drop Ceiling
k. Raised Floor
l. Communications Patch Panel in each side/shelter
m. Exterior finish to meet location design guidelines
n. Roof with gutters and minimum 20-year warranty
o. Minimum Exterior dimensions (each side) – 40’ W x 10’ H x 60’ L
p. Power configuration – maximum 350 Amp
q. Intrusion Detection System
r. Shelter interior configuration: each side/shelter shall support the following
1) Central operations floor with 16 person/desk capacity
2) Quantity two (2) offices, each with 4 person/desk capacity
3) Quantity two (2) communications rooms
4) Quantity one (1) wet break room
5) Quantity one (1) flex office with 2 person/desk capacity
3.1.2 Modular Latrines:
a. Four (4) Bathroom Gender Specific Latrine Facility
b. Minimum 40-foot by 10-foot latrine shelter
c. Location: Placed on the 40-foot end of the modular office shelters
d. Wet wall placed adjacent to the office shelter breakrooms for common plumbing supply and drain lines
e. Covered walkway between modular office shelter and latrine facility
3.1.3 Offeror shall integrate power, water, and plumbing into existing site infrastructure.
3.2 REQUIRED CAPABILITES: In addition to the requirement specifications outlined above, the following capabilities are also noted:
3.2.1 Required
a. Offeror shall have a top secret (TS) facility clearance
b. Offeror shall have a physical presence within 50 miles of Pope Army Airfield
c. Offeror shall have personnel to perform required work with unescorted access to Pope Army Airfield
d. Offeror shall have past performance providing custom turnkey Government facilities larger than 3,000
SF used for processing of classified information in compliance with either DoDM 5200.01 or ICD 705

(SATCOM) terminal look angles
f. Offeror shall have demonstrated experience working near and around SATCOM terminals
g. Turnkey facility includes all aspects, design, and installation of the following functional areas
1) Site work
2) Electrical
3) Structural
4) Mechanical
5) Security (IDS/Access Control System)
6) Networking
3.2.2 Preferred
a. Offeror has demonstrated past performance of modular construction projects on Pope Army Airfield or other DoD Installation
b. Offeror is an approved vendor of a roofing system with a minimum 20-year warranty with demonstrated past performance providing those on DoD properties
SUBMISSION DETAILS
Responses should be no more than 5 pages in length and include:
1. Business name and address;
a. Name of company representative and their business title;
b. Type of Business (Small/Large);
c. Subcontracting Possibilities (if large business);
d. Socio-Economic status;
e. Cage Code;
f. All available contract vehicles & contract numbers capable of supporting this effort (STARS, PSS, OASIS, Netcents2, etc.). If you have a GSA schedule provide (All) GSA Contract Vehicles your company holds, which could be utilized for this requirement. Please ensure you include your GSA Schedule number, if applicable.
2. The contractor shall specifically identify and demonstrate their experience performing tasks similar to those described in section 3 above.
3. Response to all Government questions listed below. (No page restrictions).
Government Questions:
a. Does your company believe the above requirements can be price as a fixed-price effort?
b. Does your company believe an industry day and/or site visit should be held at Pope AAF?
c. Does your company have an estimated schedule to complete the above project?
d. Does your company have a rough order of magnitude (ROM) cost estimate for above effort?
e. Based on above draft requirements does your company have any recommended changes based on industry experience?
f. The Government anticipates utilizing NAICS 238390 Other Building Finishing Contractors. If contractors recommend a different NAICS selection, provide adequate justification.

Answers to questions will be posted to FBO. The Government does not guarantee that questions received after 6 Sep 2022, 12:00 PM Central Standard Time (CST) will be answered.
CLOSING DATE: This RFI/SSN is not a request for competitive proposals. Responses received will be evaluated as defined in FAR Part 5.204.

Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. All government and contractor personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
