About this file

This is a Sources Sought Notice issued by the Indian Health Service (IHS), Phoenix Area Office, for market research purposes regarding 24-hour Nurse Advice Telephone Line (Nurse Triage) Services. The notice is not a solicitation, RFQ, or RFP and does not constitute a commitment or obligation by the Government. The IHS is conducting this market research in accordance with FAR Part 10 and HHSAR 326.603-1 to identify responsible sources and determine whether a Buy Indian Act set-aside is appropriate for this requirement.

The required services include comprehensive 24/7 nurse advice telephone access with registered nurse telephone triage, clinical disposition using nationally recognized physician-approved protocols, HIPAA-compliant communications, daily encounter reporting, monthly utilization reporting, and clinical follow-up communication. Services must support three locations: Colorado River Service Unit (Fort Yuma, Arizona) with estimated 150–200 calls per month, Uintah & Ouray Service Unit (Fort Duchesne, Utah) with historically low volume, and Southern Bands Health Center (Elko, Nevada) with estimated 10–20 calls per month. Interested firms must submit a capability statement not exceeding 10 pages by Wednesday, July 9, 2026, at 12 PM PDT to Ashley.Velasquez@ihs.gov. The capability statement should address company information (UEI, CAGE Code, SAM registration status, business size, socioeconomic status, and contact details), experience with similar services, transition capability and implementation timeline, URAC accreditation status, federal and tribal healthcare experience, geographic coverage capability for Arizona, Utah, and Nevada under a single contract, existing government contract vehicles, and Buy Indian Act eligibility if applicable. The Government has not yet determined the acquisition strategy and will use responses to assess whether a Buy Indian Act set-aside or alternative acquisition approach is most appropriate.
