About this file
This is a Notice of Intent (NOI) for a pre-solicitation federal contract opportunity. The National Institute of Standards and Technology (NIST) Library, operating within the Department of Commerce, seeks to procure campus-wide online access to a mathematical bibliographic and expert reviews database. The acquisition will serve approximately 3,100 full-time staff and 2,000 researchers across NIST's Gaithersburg, Maryland and Boulder, Colorado campuses.
The database must provide specialized indexing, abstracting, and peer-reviewed evaluation tools to support NIST's measurement science mission and enable researchers to efficiently evaluate mathematical proof validity, conduct citation tracking, and discover peer-reviewed findings. NIST has not yet finalized its acquisition strategy and is encouraging interested sources to submit responses to this pre-solicitation notice to inform the subsequent formal solicitation. The Solicitation Number is SS-NB135000-27-00002. Additional details and response instructions are contained in the attached documentation. Interested vendors should contact the primary point of contact identified in the notice for further information.

Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract for Subscription to a Mathematical Bibliographic and Expert Reviews Database
Notice ID: SS-NB135000-27-00002
Contract Opportunity Type: Sources Sought
Response Date: Thursday, October 29, 2026 @ 2:00 p.m. EST
Product Service Code (PSC): DA10
NAICS Code: 513210 Software Publishers
BACKGROUND
The NIST Research Library and Museum (Library) within Management Resources (MR), provides scientific and technical information assistance to 3,100 full-time staff and 2,000 researchers across the Gaithersburg, MD, and Boulder, CO campuses. To support NIST’s measurement science mission, the Library delivers access to critical electronic resources, including technical publications, e-journals, e-books, and scientific databases. Due to the volume and technical complexity of global mathematical literature, NIST researchers require specialized indexing, abstracting, and peer-critiqued evaluation tools. This acquisition provides campus-wide online access to a mathematical bibliographic and expert review database to enable efficient evaluation of proof validity, citation tracking, and discovery of peer-reviewed mathematical findings.
By facilitating global information discovery, access, and digital resource management, the Library ensures researchers maintain rigorous scientific integrity and technical leadership. NIST has a requirement to provide campus-wide access to a mathematical bibliographic and expert review database. Due to the volume and technical complexity of global mathematical literature, NIST researchers require specialized indexing, abstracting, and peer-critiqued evaluation tools. The Library requires campus-wide online access to a curated mathematics bibliographic and expert review database. Access ensures researchers can evaluate proof validity, trace citation history, and discover relevant peer-reviewed findings efficiently.
11. Performance Requirements The Contractor shall:
Provide Access to Mathematical Bibliographic and Expert Reviews Database that meet the following requirements:
1. Provide online access to a mathematics indexing and abstracting database of American and European mathematical literature and corresponding expert reviews for the Gaithersburg and Boulder campuses.
| 2. | The database shall: | |
| a. | Be a fully searchable database of reviews, abstracts, and bibliographic information for American and European mathematical sciences literature containing over 3 million items with direct links to original articles. | |
| b. | Provide independent expert reviews for each bibliographic record, with the reviewer identified and linked to a unique author profile. | |
| c. | Provide expert reviews that are independent, third-party evaluative summaries authored by subject-matter specialists that outline main results and methodologies, provide critical analysis, and contextualize work within broader literature. | |
| d. | Provide proof that each review is authored by an “expert”, meaning an active research mathematician, statistician, or quantitative scientist with a documented record of publishing peer-reviewed research in the specific subject of the paper under review. | |
| e. | Provide links to dis-ambiguated author profiles on each bibliographic record. | |
| f. | Provide bibliographic data from retro-digitized articles that date back to 1864. | |
| g. | Provide reference lists that are collected and matched internally from over 3,000 journals and citation data for journals, authors articles, and reviews. | |
| h. | Provide citations that allow users to track the history and influence of research publications in mathematical sciences. | |
| i. | Provide database-specific classification subject areas and keywords for each bibliographic record so NIST mathematicians and statisticians can search and filter by clearly defined keywords. | |
| j. | Enable NIST mathematicians and statisticians to sort subject category data by clearly defined fields, such as total number of cites, author, publications, journals, author citations, journal citations, collaboration, current journals, and current publications. | |
| k. | Enable users to log in and create email alerts that will send any new results f | or queries created, allowing users to be notified when an author’s citations count changes, or a new issue of a journal is added. |
| l. | Provide the ability to search the database by digital object identifier (DOI), a unique alphanumeric string assigned by a registration agency (the International DOI Foundation) to identify content and provide a persistent link to its location on the Internet. | |
| 3. | Provide 24/7 electronic access to the database. | |
| 4. | Host the database externally and ensure NIST access with IP authentication. |
NIST has not yet determined its acquisition strategy for this requirement and encourages interested sources to respond to this Notice.
If NIST’s market research indicates there are alternative sources that are capable and interested in competing to fill this requirement, separate and apart from AMERICAN MATHEMATICAL SOCIETY (LKHPGEDCJW34) then NIST will consider conducting a competitive acquisition in accordance with law and regulation. To be clear, NIST’s identification of AMERICAN MATHEMATICAL SOCIETY in this Notice does not constitute a binding commitment or obligation for it to conduct a sole source procurement with AMERICAN MATHEMATICAL SOCIETY for this requirement.
