REQUEST FOR INFORMATION

OPERATIONS AND INTEGRATION

PROGRAM MANAGEMENT OFFICE

1.0 Description

· The Defense Threat Reduction Agency (DTRA), in support of the Operations and Integration (OI) Program Management Office (PMO), is issuing this Sources Sought Notice and Request for Information (RFI) to conduct market research and identify companies with the capability, resources, and interest to support the Operational Effects Division, Phalanx Branch Counter-Unmanned Systems C-UxS Program.

· The Phalanx C-sUxS Program, a Secretary of Defense (SECDEF) directed initiative, provides advanced data analytics to counter the evolving threat of C-UxS in particular small Unmanned Aircraft Systems (sUAS). Participating in this program will support and significantly enhance global DoD force protection activities, transforming C-sUxS source data into actionable insights that increase domain awareness, safety and security, decision-making, and force protection measures.

Based on the responses to this market research sources sought notice and RFI, this requirement may be set aside for small businesses (in whole or in part) or procured through unrestricted, full, and open competition. Please note that telephone inquiries will not be accepted or acknowledged, and no feedback on assessments of responses or assessment will be provided to companies regarding their submissions.

A lack of Small Business response to this notice may be treated as evidence of disinterest/inability of Small Businesses to submit a proposal response to any eventual Request for Proposal (RFP). Interested companies are responsible for adequately marking proprietary, restricted, or competition-sensitive information in their responses. After reviewing the Description of the Requirements within this RFI, interested small business offerors are invited to respond to the business questions in paragraph 4.0 below. Responses should follow the RFI instructions and be submitted electronically as one complete document, according to the instructions found in paragraph 5.0. Respondents will not be notified of any results of the information provided, and submittals will not be returned to the responder.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Your response to this RFI is crucial for our information and acquisition planning. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, DTRA is not seeking bids, quotes, or proposals and will not accept unsolicited proposals in response to this RFI. Respondents are advised the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If an RFP is released, it will be synopsized on a Government-Wide Point of Entry (GPE) as required by FAR 5.2. The potential offerors are responsible for monitoring the GPE for additional information about this requirement.

2.0 Background

· Phalanx capability, as a Secretary of Defense (SECDEF)-directed activity, is crucial in providing analytical products to the end user. By leveraging the sUxS data collected by an installation, the Phalanx team applies world-class data analytics to identify trends, patterns, and anomalies that can shape the Military Decision-Making Process and inform force protection postures. The mission of the Phalanx team is to provide C-sUxS activity data analytical support to allow military commanders to analyze, characterize, and better understand the threat an unmanned aircraft or system poses to the safety and security of specified DoD facilities and assets worldwide.

· Any resulting award for the Phalanx requirement, anticipated to be a cost-type contract, will be a follow-on to existing tasks contained within the Decisive Action (DA) HDTRA1-23-F-0020 and Mission Information Technology (MIT) HDTRA1-23-F-0021 Task Orders currently held by CACI NSS, LLC and Booz Allen Hamilton, Inc., respectively.

3.0 Synopsis of the Phalanx Requirement.

· Establish and maintain synchronization of DoD C-sUxS system data analysis across the United States and abroad. DTRA supports data synchronization and analysis for over 150 active sites worldwide (CONUS, OCONUS, and overseas) with 170+ active sensors.

· Provide analytical and assessment support for data retained under Title 10, U.S.C., Ch. 3, Section 130i, ensuring compliance with applicable legal and policy requirements, including the December 8, 2020, SECDEF memorandum “Authorization for Supporting DoD Components to Analyze Unmanned Aircraft System Activity.”

· Work with DoD components to ensure alignment and consistency in C-sUxS system data. Engage analysis and assessment efforts, maintaining compliance with Section 130i restrictions on disclosure of UxS communication outside of DoD.

· Identify and implement enhancements to data analysis and analytical tools to support the Under Secretary of Defense for Intelligence and Security’s C-sUxS efforts. Improvements may include increasing analytical efficiency, enhancing data visualization, or integrating AI/ML capabilities.

· Coordinate with the Joint Counter-UxS Office (JCO) to develop a prioritization methodology to guide DTRA's C-sUxS data analysis priorities and focus efforts.

· Develop and implement capabilities to standardize and curate data from disparate C-sUxS system logs, ensuring consistency, accuracy, and usability across platforms and stakeholders.

3.1 Product Service Code: R499 – Support-Professional-Other and NAICS: 541990 – All Other Professional, Scientific, and Technical Services with a size standard of $19.5M. The estimated magnitude of this requirement is $104M.

3.2 Delivery Period: The Period of Performance shall be a twelve (12) month base period from the date of award with four (4), twelve (12) month option periods. Performance will occur at locations both inside the Continental United States (CONUS) and Outside the Continental United States (OCONUS).

3.3 Limitations: FAR Clause 52.219-14(c) -- Limitations on Subcontracting.

3.4 Security Requirements: A preponderance of this effort will be at the SECRET Level, but there may be instances of TS/SCI tasks (< 5 FTEs) to be determined by the Government.

4.0 Requested Information

4.1 If your company has the potential capacity to perform these contract support services, please provide a tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability and capacity. If significant subcontracting or teaming is anticipated to deliver technical capability, the company should address such arrangements' administrative and management structure.
