About this file
This Statement of Work (SOW) details termite pest treatment services for the National Oceanic and Atmospheric Administration's (NOAA) Southwest Fisheries Science Center Santa Cruz Laboratory. The project involves professional fumigation of three structures - the main laboratory building, Salmon Shed, and Pump House - using Vikane gas (sulfuryl fluoride) with chloropicrin to eliminate and prevent termite infestations. Key requirements include a comprehensive pre-treatment inspection, careful fumigation preparation, precise gas application, post-treatment procedures, and a follow-up inspection within 60 days to verify treatment effectiveness. The contractor must provide all necessary equipment, maintain proper licensing, adhere to California Structural Pest Control Board and EPA guidelines, and achieve 100% termite elimination with safety protocols to protect personnel and property.
The deliverable schedule includes multiple milestones, such as meeting with the Facility Manager within 15 days of contract award to determine fumigation dates, submitting pre-treatment and post-treatment reports, and providing warranty certifications. The performance location is 110 McAllister Way, Santa Cruz, CA 95060, and the Facility Manager will coordinate contractor access. Final acceptance criteria include successful fumigation, submission of all required deliverables, clearance testing confirming safe re-entry, and a satisfactory follow-up inspection confirming no termite activity. The contractor must hold valid structural pest control and Vikane gas application licenses in California and comply with all relevant federal, state, and local regulations.

SOUTHWEST FISHERIES SCIENCE CENTER (SWFSC)
Fisheries Ecology Division (FED)
STATEMENT OF WORK
Santa Cruz Lab Termite Pest Treatment
1. Background/Overview:
The Santa Cruz Laboratory (SCL) is a fisheries research facility of the National Marine Fisheries
Service (NMFS), which is part of the National Oceanic and Atmospheric Administration (NOAA);
Department of Commerce. The SCL site is approximately 1000 feet from the coastal surf zone, which is considered harsh environment for building structures and their systems. The facility is a two-story, 56,000 square foot building which serves approximately 150 researchers and support staff. Their work consists of laboratory and experimental research that is designed to manage and conserve marine fisheries resources including marine, coastal, and estuarine habitats.
Activities associated with this effort include conferences, meetings, chemical and biological experiments, aquarium “wet” studies, videotape studies, and computer-based modeling and statistical studies.
2. Scope of Work
The Southwest Fisheries Science Center, Santa Cruz Laboratory requires professional termite pest treatment services its main laboratory building and two additional on-site structures: The treatment will utilize vikane gas (sulfuryl fluoride) with chloropicrin fumigation to eliminate termite infestations and prevent future damage to the structures. The Contractor shall provide all labor, materials, equipment, and supervision necessary to perform termite pest treatment fumigation for the following structures:
a) NMFS Santa Cruz Laboratory Main Building
b) Salmon Shed
c) Pump House
3. Tasks
Task 1: Pre-Treatment Inspection
a. Conduct a thorough inspection of all structures to identify termite activity, damage, and conducive conditions.
b. Provide a detailed report of findings, including recommended preparations.
Task 2: Fumigation Preparation
a. Coordinate with the Facility Manager to schedule fumigation with minimal disruption to operations.
b. Remove all bird nests (prior to tarping) from all three buildings. Bird nest removal season is November 1st through March 1st.
c. Ensure all structures tented are properly sealed with a 6-12” perimeter of clearance and prepared for fumigation, including tarping and securing entry points. Open air aquarium floor trough will bring additional challenges to tarping and preparations.
d. Confirm with the Facility Manager that all food, plants and sensitive equipment has been removed or is protected and all necessary utilities such as electrical and natural gas are shut off as required.
e. Comply with all Vikane gas manufacturer guidelines and safety protocols.
Task 3: Fumigation Execution
a. Apply Vikane gas with chloropicrin in accordance with label instructions and industry standards to achieve effective termite eradication.
b. Monitor gas levels and maintain appropriate exposure periods to ensure complete pest elimination.
Task 4: Post-Treatment Procedures
a. Ventilate structures to ensure safe re-entry per Vikane gas safety requirements.
b. Conduct clearance testing to confirm structures are free of residual gas.
c. Remove tarps and other fumigation materials, restoring structures to pre-treatment conditions.
d. In coordination with the Facility Manager, restore building utilities such as electrical and natural gas.
e. Provide a post-treatment report documenting the fumigation process, gas levels, and clearance results.
Task 5: Follow-Up Services:
c. Conduct a follow-up inspection within 60 days post-fumigation to verify treatment efficacy.
d. Provide recommendations for ongoing termite prevention and maintenance.
4. Contractor Responsibilities
a) The contractor shall provide all Vikane gas with chloropicrin, fumigation equipment, and protective materials.
b) Ensure trained and licensed personnel perform all services.
c) Maintain liability insurance and provide proof of coverage prior to work commencement.
d) Dispose of all waste materials in accordance with environmental regulations.
5. Deliverable Schedule
Due Date Deliverable Activity
Within 15 days of contract award
Meet with the Facility Manager to determine three (3) potential dates for fumigation and update the COR. These dates must align with off-season for bird nesting.
Within 45 days after contract award
Verify the fumigation dates with Facility Manager and update the COR.
10 days prior fumigation or early
Submit the pre-treatment inspection report to the Facility Manager and
COR.
30 days prior to fumigation
Submit the fumigation schedule and preparation plan to the Facility
Manager and COR.
Within five (5) days of fumigation completion
