PERFORMANCE WORK STATEMENT
I. BACKGROUND: Commander, Naval Air Force Atlantic (AIRLANT) is a senior type command (TYCOM) for all aircraft carriers and aviation assets used by the Atlantic Fleet. As the TYCOM, we have provided operationally ready air squadrons and aircraft carriers to the fleet for more than 50 years. AIRLANT ensures that Atlantic Fleet squadrons and aircraft carrier crews are trained and their aircraft and ships are fit for action, backed up by a complex, relentless system of spare parts and maintenance that allows no compromise in safety or readiness. AIRLANT is responsible for five nuclear-powered aircraft carriers (CVNs), 54 aircraft squadrons, 1,200 aircraft and 52,000 officers, enlisted and civilian personnel with priorities focused on warfighting, people, and readiness by providing combat ready, sustainable naval air forces with the right personnel, properly trained and equipped, with a focus on readiness, operational excellence, interoperability, safety, and efficient resourcing.
The Readiness Operations Center (ROC) specifically works to create a holistic approach to assess, improve, and properly organize the efforts that keep mission-capable aircraft carriers fully ready to deploy whenever the U.S. Navy needs them. The ROC is revolutionizing the way we view, track, and improve CVN readiness which enables leaders to pull levels to effect readiness at a more rapid and proactive pace.
The ROC’s mission is to:
a. Improve aircraft carrier availability and full mission capable rates to meet training and warfighting demand.
b. Prepare and support military professionals with safely and flawlessly executing all duties onboard the aircraft carrier.
c. Accomplish missions as a team in support of aircraft carrier readiness.
d. Grow and sustain our equipment and personnel to meet all future warfighting requirements.
e. Develop, analyze, and train people and tactics for joint, networked, high-end combat against an evolving threat.
f. Evaluate the analysis of the aircraft carrier habitability program effectiveness as it relates to ship operational readiness to meet defined warfare mission areas and improve the existing living conditions.
g. Accurately define requirements and influence full resourcing with accurate data and facts through aligned and unified messaging.
