Sources Sought Notice Summary

This Sources Sought Notice is market research conducted by the National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Eastern Acquisition Division, for the National Ocean Service Office of Response and Restoration (OR&R). The notice targets small businesses under NAICS code 541620 (Environmental Consulting Services) with a size standard of $19 million. The Government is not making a commitment to contract and will not compensate respondents for information provided. Proprietary information submitted will remain with the U.S. Government and will not be returned.

The requirement is to provide technical support for the maintenance, development, standardization, and integration of OR&R's environmental databases, specifically covering contaminant chemistry and bioassay (toxicity) test data, and field observation data. These databases compile environmental contaminant chemistry data for sediment, water, tissue, and oil, along with sediment and water toxicity data derived from NOAA and other agencies spanning decades of standardization efforts. The databases support site-specific investigations for evaluating risk or injury to NOAA resources, deriving cleanup goals, evaluating remedial alternatives at hazardous waste sites and spills, and conducting specialized analyses for developing new risk assessment guidelines.

Responses of no more than five pages must address: company name and address; point of contact information; System for Award Management Unique Entity Identification Number; company size and small business socioeconomic status; clear demonstration of capability to provide supplies listed in the attached Statement of Work, including warranty requirements; any Government Wide Acquisition Vehicle contracts held; and a Rough Order of Magnitude estimate. Responses in PDF format must be submitted to Erik De Santis, Contract Specialist, at erik.desantis@noaa.gov by 12:00 PM Eastern Standard Time on Tuesday, March 17, 2026. Standard brochures are not acceptable responses.
